The VCS Test Stand performs acceptance testing for the VCS system components, which include a Windows 10 PC configured with Honeywell's Unity Software and Drivers. Tinker AFB has no information on how to communicate with the VCS or VCC, as these are proprietary components. Honeywell is the only known company with the technical expertise and data to maintain the VCS Test Stand equipment. The Government will continue to monitor the market and conduct research to identify potential future sources to avoid future sole source acquisitions.

SUBJECT: Single Source Justification for C24-023 Vapor Cycle System (VCS) Test Stand Windows 10 Upgrade
1. 76th CMXG is requesting utilization of funds for the purchase of two (2) test stand upgrades for the Vapor Cycle System (VCS) Test Stand. The VCS Test Stand performs all required acceptance testing The VCS Test Stand system components include a Windows 10 PC configured with Honeywell’s Unity Software and Drivers.
2. Two (2) Honeywell VCS Test Stand computers require replacement citing obsolete hardware rendering the systems unrepairable. Replacing the PC hardware and upgrading the Operating System (OS) will require the Unity software and drivers to be upgraded and installed on the new PCs. Honeywell has proprietary rights to the software and technology installed on the VCS Test Stands. There is no alternative source, as Honeywell controls the acceptance testing procedure of the VCS and wrote the software to test it. The test stand also communicates with the vapor cycle controller (VCC), which is another Honeywell component. Tinker AFB has no information on how to communicate with either the VCS or the VCC as these are proprietary components.
Honeywell is the only know company that has the technical expertise and data to maintain the VCS Test Stand Equipment. Tinker AFB VCS Test Stand PCs constantly have component failures, and many PC parts can no longer be purchased.
3. OBCA reached out Honeywell contact Karthik Thilakarajan and verified that Honeywell is the only source for the Test Stand Upgrade. Due to the criteria, the proposed sole source vendor is the only vendor that can satisfy the Government’s requirement.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 334118 and Product and Service Code (PSC) 7B22 looking for companies that could provide VCS Test Stand Windows 10 Upgrade. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide VCS Test Stand Windows 10 Upgrade. The Unity software is proprietary and Honeywell does not use authorized or third-party vendors. Based on the stated market research and the time required for this commodity to be completed it is in the best interest of the Government to proceed with this purchase through local contracting as a sole source acquisition.
5. The Government will continue to monitor the market and conduct market research surveys to determine potential future sources to try and avoid future sole source acquisitions.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
