About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) memo for an acquisition under the simplified acquisition threshold for window panel replacement maintenance. The requirement is for Cornell-Carr Co. Inc. to provide a heated glass panel with gasket (Part No. CC7741) for the pilot house window system on T-AKE Class ships, with delivery required by September 30, 2025 at an anticipated value of $46,500.

The justification cites multiple reasons for sole sourcing to Cornell-Carr: they hold proprietary rights to the drawings and technical information, the window panel is critical ship equipment for navigation, and the part must maintain form/fit/function compatibility with existing equipment. The 52-week lead time item is needed for an upcoming FY26 overhaul. The window panel contains specialized components only supported by the manufacturer and requires specific tolerances for proper operation. The justification notes this standardized part is used across all 14 ships in the T-AKE class.
