About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) memorandum for sea valves under the simplified acquisition threshold. The document justifies sole-source procurement from Pima Valve Company/Milwaukee Valves for sea valve replacement required for ROH/DD 2.5 Year ABS/COI maintenance, with a period of performance through 9/30/2025 and an anticipated value of $82,268.62.

The justification is based on brand name limited source and critical ship equipment requirements. The sea valves are essential components that provide seawater to critical systems throughout the vessel, including the firemain system, navigation system, and propulsion plant. The document specifies that Pima-Model 1626 valves are required to maintain standardization across the entire TAKE class ships (Ships 1-14). Only Pima Valve Company/Milwaukee Valves owns the proprietary rights to the drawings and technical data, and only approved technical representatives are authorized to service this equipment in accordance with USCG and ABS certification requirements. The agency lacks the manufacturing and technical information required to evaluate non-OEM components for equivalency.
