About this file
This is a Sole Source Justification memorandum for a firm fixed price purchase order award to Arc Controls for hyperbaric chamber refurbishment services. The contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) located at 110 Vernon Avenue, Panama City, Florida. The vendor, Arc Controls (CAGE: 1GAU8), is located at 4875 Tufts Road, Mobile, Alabama 36619.
Arc Controls will provide complete refurbishment of a hyperbaric chamber MTC to support unmanned diving operations at the Naval Experimental Diving Unit (NEDU). The scope of work includes pickup and transportation of the test chamber, complete disassembly and measurement of all components, non-destructive examination (NDE) to verify weld quality, production of as-built drawings including window enclosures, engineering calculations, reassembly with pressure testing, disassembly for painting, post-paint reassembly with clamp function testing, and return delivery to NEDU. The work includes labor, engineering support, spot NDE, sandblasting and painting, and shipping, with an estimated completion time of eight weeks. Excluded items are acrylics and additional work outside the specified scope. The acquisition is being conducted using simplified acquisition procedures with an estimated value greater than $25,000 but not exceeding the simplified acquisition threshold of $350,000, and will be funded through FY26 OMN funding. Arc Controls is justified as the sole source based on its status as the only company capable of performing specialized repairs on high-pressure (exceeding 1000 psi) hyperbaric chambers used in Navy diving research, combined with its extensive experience and knowledge of Navy diving chamber certification standards. The justification notes that use of an alternative vendor would introduce unacceptable recertification risk and could jeopardize life support facilities and operational safety. The Contracting Officer has determined the award represents the best value. The justification was certified by Dustin Bride (NEDU Technical and Requirements Official) and approved by Nicole Stevens, Kaitlin Summerville, or Jamell Kilgore (Contracting Officer).

XXXXXXXXX)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order to Arc Controls, 4875 Tufts Road, Mobile, AL 36619, CAGE: 1GAU8, to provide refurbishment of hyperbaric chamber MTC in support of unmanned diving operations inside the unmanned hyperbaric chambers at NEDU.

This acquisition will be conducted using simplified acquisition procedures with a total estimated value greater than $25,000. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. The contract action will be funded through FY26 OMN funding.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10
U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).
Arc Controls is the only company offering this type of repair on hyperbaric chambers present at
NEDU. As manufacturers of several chambers in use at NEDU and the trusted vendor to perform repairs to NEDU hyperbaric chambers, this vendor has a proven track record to perform critical repairs to life support equipment of pressurized chambers that exceed 1000 psi ratings. It is imperative that these repairs be done by the qualified vendor, Arc Controls, to maintain life support facilities used in Navy Diving human research studies. To use another company would introduce re-certification risk as Arc Controls has extensive experience and knowledge as to
Navy diving chamber certification standards. This risk could potentially put lives and operations in danger and cost the Navy in time and money to conduct recertification. Use of another vendor may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU.
As such, the government does not expect significant savings through competition and it is more advantageous to the Government to award on a sole source basis to the Arc Controls for the repair of hyperbaric chamber.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Arc Controls is the only source that can meet the
Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated to be greater than $25,000.00.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Arc Controls is the only company that can provide the life support hyperbaric chamber repair services.
