About this file
This document is a Sole Source Memorandum for acquiring a Perkin Elmer MGA1100 Mass Spectrometer Annual Maintenance Contract by the Naval Sea Systems Command (NAVSEA) at the Naval Surface Warfare Center in Panama City, Florida. The contract will be awarded to MA Tech Services Incorporated for a two-year service contract renewal covering three MGA1100 Mass Spectrometer turbo units, with the first year spanning 1/01/2026 to 12/31/2026 and the second year from 1/01/2027 to 12/31/2027.
The justification for sole source procurement is based on MA Tech Services being the original manufacturer and the only authorized vendor capable of maintaining the equipment without risking system performance or data integrity. The government determined this approach represents the best value, considering potential risks of using an unauthorized maintenance provider. The contract will be synopsized on sam.gov since the estimated value exceeds $25,000, and the Contracting Officer has concluded that no significant cost savings would be achieved through competitive bidding, making a sole source award to MA Tech Services the most appropriate action.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302- 1(a)(2)(iii)(B).
As the manufacturer of the instrument, MA Tech Services, Inc is the only company offering service and maintenance of the units. To use another company to conduct maintenance on this equipment might compromise the systems overall performance.
Using a non-authorized vendor for maintenance of this equipment would prove costly in time and dollars to the government and to the mission. Use of another company not authorized by the manufacturer may change or introduce new parameters causing unknown error that would be harmful to data collected during system testing at NEDU.
Therefore, it is imperative that MA Tech Services, Inc. perform the maintenance.
As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to award on a sole source basis to MA Tech Services, Inc.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, MA Tech Services Incorporated is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, MA Tech Services Incorporated is the only source of equipment that can meet the Government’s needs.
