About this file
This is a Justification for Use of Other Than Full and Open Competition for an Acquisition Under the Simplified Acquisition Threshold from the United States Marine Corps Tactical Support Activity at Camp Pendleton, California.
The Marine Corps Tactical Systems Support Activity (MCTSSA) seeks to procure Security Onion Pro software, associated node scalability, professional services, and instructor-led training with certification support from Security Onion Solutions, LLC through a sole-source contract. The procurement includes seven line items: two Security Onion Pro licenses for single nodes (Qty 2), two Security Onion Pro Node Pack upgrades for up to five additional nodes (Qty 2), two Security Onion Pro Node Pack upgrades for one additional node (Qty 2), professional services for ten hours (Qty 2), Security Onion Fundamentals training for analysts and administrators up to eight students (Qty 1), travel expenses (Qty 1), and eight Security Onion Certified Professional exam vouchers (Qty 8). The requested contract award and delivery date is 28 May 2026. The justification is based on exclusive licensing agreements and brand name requirements, as Security Onion Solutions, LLC holds proprietary intellectual property rights to the Security Onion platform, and no other commercially available product offers an equivalent, fully integrated solution for network security monitoring, intrusion detection, full packet capture, and threat hunting capabilities required to support Marine Corps Defensive Cyberspace Operations (DCO) and tactical system readiness. Market research across DoW ESI, NASA SEWP, and SAM.gov confirmed no authorized resellers or alternative vendors can deliver the complete requirement without substantial modification, cost increases, schedule delays, and technical risk.

full packet capture, and threat hunting in support of Defensive Cyberspace Operations (DCO). The platform’s architecture integrates multiple security tools into a unified, operationally proven environment that aligns with Marine Corps systems and mirrors capabilities used by Fleet Marine Forces. These capabilities are not merely functional requirements, but mission-critical features necessary to support experimentation, tactical development, and operational readiness.
The Security Onion platform is essential to the Government’s requirements due to its unique combination of integrated capabilities, including centralized log aggregation, real-time alerting, intrusion detection, and packet-level analysis within a single, cohesive system. Additionally, the platform includes proprietary orchestration, configuration management, and update mechanisms that ensure consistent performance and interoperability across environments. The associated SOCP training is also a critical component, as it provides standardized, platform-specific instruction required to effectively employ the system in a DCO context. These features are intrinsic to the platform and cannot be replicated through a “brand name or equal” specification without fundamentally altering the requirement or introducing unacceptable risk.
A “brand name or equal” purchase description cannot be used because no other commercially available product offers an equivalent, fully integrated solution that meets all required technical and operational criteria. Attempting to define “equal” characteristics would either be overly restrictive—effectively describing only Security Onion—or too broad, resulting in solutions that lack critical capabilities or require extensive modification. In either case, the Government would incur increased costs, schedule delays, and technical risk associated with integrating multiple disparate tools to approximate the required functionality.
Market research conducted across Department of War Enterprise Software Initiative (DoW ESI), National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP), and SAM.gov confirmed that while other cybersecurity and analytics platforms exist, none provide the same combination of capabilities in a unified, mission-aligned solution. No authorized reseller was identified that could deliver the complete requirement, including software, licensing, and certified training. Furthermore, similar products either lack full packet capture integration, require significant customization to achieve comparable functionality, or depend on additional third-party components and licensing structures. These limitations prevent such products from meeting the Government’s needs without substantial modification, which would introduce unacceptable cost, schedule, and performance risks.
Accordingly, the specific brand name Security Onion Solutions, LLC, is essential to meet the Government’s minimum requirements.
The use of a brand name specification is therefore justified, as no other product can meet the requirement without compromising mission effectiveness, increasing risk, or requiring fundamental changes to the Government’s operational objectives.
C. ___UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
4. If appropriate, include any additional pertinent information.
IV. CERTIFICATIONS/APPROVALS:
A. Technical / Requirements Certification: I certify that the facts and representation under my cognizance which are included in this justification are complete and accurate to the best of my knowledge and belief.
B. Certification/Approval. (See FAR 13.501)
