About this file

This document is a Sole Source Memorandum from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) justifying a sole source procurement from Northrop Grumman Systems Corporation (NGSC). The procurement is for the continued development of the Generalized Automatic Target Recognition (GATR) Software Development Kit, specifically to modify the software to work seamlessly with the AN/AQS-20 Sonar System.

The acquisition will be a firm fixed price purchase order valued under $250,000, funded by 2025 Research and Development, Navy (RDT&E) funds. The justification for sole source is based on GATR being a proprietary software platform developed exclusively by Northrop Grumman, with the company being the only entity possessing the in-house knowledge of the source code, message definitions, tools, libraries, and documentation required to upgrade the system. The procurement will be conducted using simplified acquisition procedures, with all upgrades and modifications to be completed and delivered within one year after the purchase order award.

Due to the proprietary nature of the software, no other company can receive the a specific company or organization, restricting users from accessing, modifying, or redistributing the underlying code, which is kept confidential. No other contractor will be able to duplicate the knowledge and processes.
