About this file
This memorandum provides a sole source justification for a training service requirement. The Navy requires qualified personnel to travel to three Navy life raft facilities and conduct shop personnel training on servicing, packing, and re-certifying three specific life raft variants manufactured by Viking Life-Saving Equipment (America), Inc. As the original equipment manufacturer of the life raft variants with proprietary knowledge of equipment designs, test data, and certification procedures, only Viking Life-Saving Equipment (America), Inc. possesses the expertise required to perform this training service. Accordingly, this requirement can only be satisfied by the unique capabilities and restrictive rights of Viking Life-Saving Equipment (America), Inc. as the sole source.
