Single Source Justification Western Area Power Administration

FAR 13.106-1(b)(1), Simplified Acquisitions

PR # 20WA136470

1. Identification of the agency and the contracting office.

Western Area Power Administration, North Dakota Maintenance Office, B5220.BiS

2. Description of supply or service required to meet the agency’s needs.

Western needs to have repairs performed on WAPA’s Bismarck Snowcat (186802). This will be a negotiated sole source resulting in a fixed-price contract for repairs.

3. The rationale or circumstances for limiting competition.

The repairs will be performed by RDO Truck Center in Bismarck, ND. The Snowcat is currently disassembled at their facility and they have performed diagnostics. RDO has worked on many WAPA vehicles in the past and has a good service record. It is unlikely that obtaining competitive quotes from other repair shops will result in any cost savings because there will be considerable time and expense in putting the unit back together and hauling the unit to another facility for work.
