About this file

This is a Justification and Approval (J&A) document for a sole-source contract award to Goodrich Corporation for the procurement of commercially available materials that will be modified and incorporated as components into the Advanced Propulsor Bearing (APB) assembly for the U.S. Navy COLUMBIA Class submarine propulsor program. The Naval Surface Warfare Center Carderock Division (NSWCCD), operating under Naval Sea Systems Command (NAVSEA), is the contracting activity. The procurement is structured as a firm-fixed-price supply contract and is justified under 10 U.S.C. 3204(a)(1) based on Goodrich being the only responsible source capable of meeting the requirement. The estimated total dollar value is not disclosed in the document. The J&A Number is 808-0181.

Goodrich is identified as the sole designer and engineer of the APB assembly and the only entity possessing the proprietary technical specifications, design data, chemical formulations, and manufacturing processes necessary to identify, validate, modify, and integrate commercial materials into the assembly without introducing technical risk or schedule delays. The Government determined that competitive solicitation would be impracticable because alternative vendors lack access to the proprietary design iterations, material specifications, and system-level engineering insights required for proper integration. The contract must be awarded to align with the established COLUMBIA Class lead ship manufacturing baseline, as any delay would create cascading schedule impacts to this Navy top acquisition priority with direct national security implications. Market research confirmed that although commercial materials exist, no other vendor can certify compatibility with the APB assembly. The Procuring Contracting Officer will ensure price reasonableness through comparison with commercial market pricing and independent Government cost estimates.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION JUSTIFICATION

1. Contracting Activity Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting and Acquisitions Department.

2. Description of Action Being Approved Award of a firm-fixed-price supply contract on a sole-source basis to Goodrich Corporation (Goodrich) for the procurement of commercially available materials that shall be modified as needed and incorporated as components into the Advanced Propulsor Bearing (APB), which will be tested and evaluated by Goodrich to meet proprietary design specifications exclusively held by Goodrich for the U.S. Navy COLUMBIA Class submarine propulsor program.

3. Description of Supplies/Services This procurement provides for the acquisition of materials required to support the manufacture and integration of a Government owned component within the APB assembly for the COLUMBIA Class submarine program. Only Goodrich can identify, validate, modify, integrate, and provide the specific commercial materials that meet the proprietary chemical, mechanical, and performance requirements of the APB assembly. The APB incorporates materials with proprietary formulations and manufacturing processes that are not disclosed outside Goodrich, making Goodrich the only responsible source capable of supplying materials compatible with the APB design.

The procurement includes sourcing, handling, and delivery of materials in alignment with the APB production schedule, as well as any associated technical coordination necessary to ensure proper integration into the larger assembly. These materials are essential to maintaining the manufacturing baseline and supporting the urgent schedule requirements of the COLUMBIA Class program.

The estimated total dollar value is $ .

4. Statutory Authority Permitting Other Than Full and Open Competition 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Rationale Justifying Use of Cited Statutory Authority

In accordance with FAR 6.103-1, Goodrich is the sole designer and engineer of the APB assembly. Although the materials being procured are commercially available, their use within the APB assembly requires exclusive, proprietary knowledge held only by Goodrich. The APB incorporates advanced materials, particularly within the Athwartship mounts, whose chemical formulations, performance characteristics, and manufacturing processes are proprietary to Goodrich. The Government-owned component cannot be manufactured or integrated correctly without understanding how these commercial materials must be modified and integrated to interact with Goodrich’ proprietary materials during operations.

There is no alternate source that has access to the real-time design iterations, proprietary material specifications, or system-level engineering insights required to ensure proper integration.

Attempting to procure these materials through another vendor would require duplicative engineering work, recreate proprietary analyses, and attempt to reverse-engineer material formulations and manufacturing processes that would introduce unacceptable technical risk and guaranteed schedule delays. This contract must be awarded by to align with the established COLUMBIA Class lead ship manufacturing baseline.

To validate, test, and integrate these commercial materials into the APB assembly, the Government must leverage Goodrich's proprietary design data, tolerances, and chemical and mechanical interaction specifications. Without access to the associated proprietary technical data package, any alternative source would be unable to certify that the commercial materials meet the strict performance and compatibility standards required for the assembly. This would introduce unfeasible technical risk and guaranteed schedule slippage to the program’s critical timeline. Any delay in this subcomponent procurement will create immediate, cascading schedule impacts to the COLUMBIA Class submarine production timeline. Because the COLUMBIA Class program is designated as the Navy’s top acquisition priority with direct national security and strategic deterrence implications, any disruption to the lead ship manufacturing baseline constitutes unacceptable strategic risk. However, above all, Goodrich is the only source capable of fulfilling this requirement, while materials are commercially available, only Goodrich possesses proprietary technical parameters to successfully identify, modify, validate, and integrate them into the APB assembly without causing severe programmatic and strategic harm.

6. Description of Efforts Made to Solicit Offers from as Many Sources as Practicable Market research confirmed that although commercial materials exist, no other vendor can certify compatibility with the APB assembly because only Goodrich possesses the proprietary specifications and design data required to validate acceptable commercial alternatives. Soliciting additional vendors would not result in meaningful competition and would jeopardize the APB manufacturing baseline and broader COLUMBIA Class production schedule.

7. Determination of Fair and Reasonable Costs The Procuring Contracting Officer (PCO) will ensure that all supplies provided under this contract are obtained at fair and reasonable prices. Although the materials are commercially available, the Government will assess price reasonableness through comparison with commercial market pricing and independent Government cost estimates.

8. Actions to Remove Barriers to Competition The Government will continue to evaluate whether future APB design maturity may allow release of technical data sufficient to enable broader competition. At present, proprietary constraints prevent competitive sourcing.
