About this file

This is a Non-Competitive Procurement Justification Memorandum dated March 24, 2026, for a sole-source acquisition of Red Hat Ansible software licenses through DLT Solutions, LLC.

The Naval Surface Warfare Center Carderock Division (NSWCCD) seeks to procure Ansible Tower licenses on a sole-source basis from DLT Solutions, LLC, located at 2411 Dulles Corner Park, Suite 800, Herndon, VA 20171, under the Department of the Navy Electronics License Agreement (ELA) contract number N0018922FR009. Red Hat Ansible is an open-source automation engine used for IT process standardization, configuration management, application deployment, and task automation. The justification cites exclusive licensing agreements under the DON ELA, with DLT Solutions identified as the sole authorized distributor for Red Hat products under this agreement, making competition impermissible. The requirement does not exceed the simplified acquisition threshold, and the acquisition will proceed as a firm fixed-price purchase order using Simplified Acquisition Procedures. A notice of intent was issued with a capabilities statement deadline of April 14, 2026, at 12:00 PM Noon, though this is not a competitive solicitation. Inquiries should be directed to Michael Bonaiuto at michael.j.bonaiuto.civ@us.navy.mil. The government certification confirms the factual accuracy and completeness of the justification. The NAICS code is 541519, and DLT Solutions' business size is $34 million.

MEMORANDUM FOR FILE

FROM:CODE:
TO:Code 02
DATE:03/24/2026
SUBJECT:Non-Competitive Procurement Justification Memo for Actions Under SAT

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer

3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)

Manufacturer: DLT Solutions ADDRESS: 2411 Dulles Corner Park, Suite 800, Herndon, VA 20171 PHONE: 703-773-9240 POC: Turner Johnson

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

☒ B. SOLE SOURCE. (select all that apply)

Red Hat Ansible is an open-source automation engine that simplifies IT processes such as application deployment, configuration management, and task automation. It operates on a simple yet powerful architecture, enabling users to manage and configure computer systems, deploy software, and orchestrate more advanced IT tasks like continuous deployments or zero-downtime rolling updates

Our team utilizes Ansible daily to standardize configurations, automate IT tasks, and manage complex deployments, which are critical functions for maintaining the security and operational readiness of our systems.

If this is not renewed, Code would lose the ability to efficiently and securely manage its Linux systems. This would introduce significant security risks and impede the operational effectiveness of the RDT&E mission.

Therefore, this renewal is vital for maintaining our current security posture and operational tempo.

☒ 2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

RedHat products fall under the DON ELA awarded to DLT Solutions LLC under contract # N0018922FR009 This is considered a sole source since we are mandated to go through the DON BPA approved vendor, which is DLT Solutions, LLC. There are no other vendors under the DON ELA for RedHat and therefore this purchase is not allowed to be competed with other vendors.

· 4. Federal Supply Schedules (FSS): IAW FAR 8.405-6(a)(1)

· a. An urgent and compelling need exists, and following the procedures would result in unacceptable delays;

☒ b. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or

· c. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

IV. CERTIFICATIONS & APPROVALS

A. Technical/Requirements Certification: I certify that the facts and representation under my cognizance, which are included in this justification, are complete and accurate to the best of my knowledge and belief.
