Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: AFLCMC/PZIBB

Project/Program Name: Purchase of Preventative Maintenance and Calibration for PAMAS Particle Count Instruments

Section B: Description of the Supplies/Services Required

Preventative maintenance and calibration service for PAMAS Particle Count Instruments. Includes technician travel, parts, and labor costs.

Section C: Justification for Soliciting from a Single Source or Brand Name

Subject equipment is critical to the mission of the Air Force Petroleum Agency laboratory and must be maintained in accordance with the manufacturer specifications. PAMAS is the manufacturer and the only known qualified service provider of these instruments due to the fact that the hardware and software required to do so is propriety to the manufacturer. Manufacturer has no other service providers or authorized distributors for this equipment. Only they have the required experience and information necessary to perform preventative maintenance and calibrations required. The Air Force cannot tolerate additional downtime that would occur should a contractor not have access to critical drawings, diagrams and other proprietary information that may be necessary to perform this service.

Section D: Efforts to Obtain Competition

As with the previous contract, , the market has not changed. Equipment was purchased through open competition, but market research revealed that maintenance and technical support can only be provided by the manufacturer.

As long as this piece of equipment is utilized in this organization, there will not be any competition. Only PAMAS can provide the technical support for this equipment because, as the manufacturer, they have the proprietary calibration and maintenance equipment and software required for the service.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This situation is likely to occur in future acquisitions for this equipment until the manufacturer approves other companies to perform the maintenance and repairs of its equipment, or different equipment is purchased. As the market is currently, only the manufacturer can perform the required services.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
