The 309th Software Maintenance Engineering Group (SWEG) requires license support in support of the F-16 Block 50/EPAF OFPES program.
The supplies required are for support and maintenance of Abstract Solutions iUML and ICCG Invocation software licenses.
Support shall include hot line and email support available during normal office hours, tool support covering installation, upgrading, general operation and customization, fault reporting and recovery, upgrades and patches that are available through downloads throughout the period of performance. Method support provides answers to specific queries and where possible general modeling advice.
Upon approval to use other than full and open competition procedures, the Air Force will award a new one (1) year basic and three (3) one-year options to procure 14 each iMUL and 4 ICCG Invocation software licenses to include software license support for the 309th Software Maintenance Group.
This software was previously selected as the best value to meet the scope, complexity, and mission requirements in support of the F-16 Block 50/EPAF OFPES program. Abstract Solutions LTD is the Original Equipment Manufacturer (OEM) for this software and currently provides this software under contract FA8224-16-C-0019 Abstract Solutions LTD has granted the Government restricted rights to the software, continued support is required to gain access to regular updates, patches, and support services.
A representative from Abstract Solutions provided a 28 October 2020, email which stated the company did not have any resellers nor do they sell through third party distributors for the desired software support. Without Abstract Solutions LTD's source code the Government would have to start from scratch by reverse engineering with endless verification testing and would require source code for the entire program to be re-written. New source code would be detrimental to the program financially and hinder program timelines. It is estimated that it would take at least two years to repair and redeploy if the Government was required to reverse engineer the software
In accordance with Air Force Manual 17-1203 sources where checked for availability of the required software licenses, no available sources were identified. A representative from Abstract Solutions provided a 28 October 2020, email which stated the company did not have any resellers for the desired software licenses. Based on the information received competitive bids will not be sought, this will be considered a sole source requirement.

Other alternative software was considered during the initial engineering and design architecture. This software was selected as best value to meet the scope, complexity, and mission requirements at that time. Consideration will be provided for software solutions when technical refresh and/or software replacement is authorized and approved.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
