SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NF-FM7910-21-01305
1. Agency and contracting activity. Department of Commerce, National Oceanic and
Atmospheric Administration (NOAA), Office of Acquisition and Grants (AGO), Eastern Acquisition Division (EAD), and Northeast Fisheries Science Center (NEFSC), Acquisition and Procurement, Fishery Monitoring & Research Division (FMRD), Training and Data Quality Branch (TDQB), Woods Hole, MA in support of the Northeast Fisheries Observer Program
(NEFOP).
2. Description of supplies or services required to meet agency needs (including the estimated value).
The purchase will be for 30 Marel M1100 PL2262 motion-compensating marine platform scales and 35 5kg stainless steel calibration weights.
The MareI M1100 PL2262 marine scale has the following characteristics:
• Compact and portable consisting of a single piece of equipment whose total dimensions are 12"W X 13.5"L X 7"H (+/-0.5") and weight does not exceed 20 lbs.
• Platform size 11.5" X 9.5" (+/-0.5").
• All exposed surfaces must be constructed of AISI 316 stainless steel.
• Must meet or exceed EPA IEC 529-IP69K waterproof standards
• Utilizes a stainless steel single point 50kg load cell with static overload stop for damage prevention from weight overload and a separate motion compensation load cell of accurate weight determination at sea.
• Variable/programmable capacity with a maximum 30kg capacity with 10 gram resolution and accurate to the 100th place (2 decimals).
• Capable of reading in Kg or Lbs.
• Powered by 8 AA-cell batteries or equivalent; must be easily replaceable in a marine environment without the use of tools.
• Current draw of .16 amps during use to achieve long battery life.
• Bluetooth LTE enabled
• Equipped with power saving features such as auto hibernation and auto shut of f .
• Hardwired RS232 bi-directional communication and a sealed port for future upgrade to wired or wireless communication with a laptop. The data string should be composed of a minimum of:
-Unique scale identifier (scale ID, the serial number of the scale) -weight value -tare value -tare unit
• Must be calibrated with a 5kg stainless steel or equivalent standard weight.
• Must fit in a standard Pelican protective case model 1550 with proprietary laser cut custom foam interior.
• The display must be attached directly to the scale platform with a 6, touch sensitive, key interface capable of use with heavily gloved hands. All functions must be accessible through the interface. The interface should clearly display the weight value in at least 6 digits, stored tare value, whether or not the reading is stable, and if the scale is zeroed.
• Open construction to allow water to run out of load cell area.
• Removable weighting pan for battery access and cleaning of inside of scale
• Integrated carrying handles

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
./ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
One hundred and sixty-four (164) M1100 PL2262 marine digital motion-compensating scales are currently in use by all observers deployed on commercial fishing vessels.
The government has a requirement for the collection of data by the Fisheries Monitoring Operations Branch (FMOB) NEFOP as required by the Northeast Region's fishery management plans (FMPs) and as mandated by the Magnuson- Stevens Fishery Conservation and Management Act and the Sustainable Fisheries Act. Many FMPs include quota monitoring and discard rates that are calculated using observer catch weight data, making it mission critical to collect accurate and precise catch weight data. Marine digital motion-compensating scales have helped achieve this objective of improved weight collection in a more efficient and safe manner.
The mission of the NEFOP is to collect accurate data on commercial fishing vessels to be used for fisheries management. Data collected by these scales are part of the observer database administered and maintained by the NEFSC. Consistent and annual certification and calibration of these scales is an integral component of the Quality Assurance/Quality Control procedures maintained by the NEFOP.
Maintaining data continuity and precision is mission critical to the NEFOP. The NEFOP requires a scale that is able to capture a weight range from 5g to 36kg to measure a full standard orange basket used throughout the commercial fishing industry. It is mission critical to have all observers using data from the same scales and have the same calibration standards to maintain data integrity. All observers are trained to calibrate the scale and are required to document the calibration weight value on their observer logs. The observers are also required to submit a log to document the calibration of the scale, fit value and daily test comments. The Marel scales are used on the NOAA NEFSC vessel surveys and are also used by other NOAA observer programs due to their high level of accuracy.
The NEFOP requires a scale that is Bluetooth enabled and able to communicate with the Android operating system. Most companies with Bluetooth enabled hardware require the use of their proprietary application to capture the data from the device, making incorporation of data into the NEFOP data collection app, OASIS, impossible.
Marel has produced a Bluetooth power supply on the scale that can transfer data to any Android application for use. Marel does not require the use of their proprietary application to capture the data from the scale. Observer data is collected at-sea on an Android tablet into OASIS and the NEFOP is currently working on the Bluetooth transfer of data from the Marel scale directly to OASIS. The at-sea Bluetooth transmission of observer catch weight data to OASIS will significantly reduce transcription errors and enhance our mission to collect accurate and precise data. We are in the process of converting all scales to
Bluetooth capability and the installation of the Bluetooth power supply is done at no extra charge and is part of the labor costs included in the Marel scale service plan.
164 M1100 PL2262 marine digital motion-compensating scales and accompanying Pelican cases with proprietary laser cut custom foam interior are interchangeable if one of the scales are damaged or is in need of repair. Due to the nature of an observer's deployment.in extreme weather conditions with heavy equipment on board, we need to continue to collect damaged scales from observers and provide observers with functioning Marel scales for data collection. Therefore, it is a requirement for the Marel on-site technician to repair damaged scales as needed.
The TDQB stores functional Marel scales at the NEFOP Training Center to provide a scale exchange for observers in the Northeast. We also store functional Marel scales at the NEFSC's Sandy Hook Laboratory to provide a scale exchange for observers in the Mid-Atlantic via the FMOB's Mid-Atlantic Area Lead. The Area Lead then returns the damaged scales to FMOB's NEFOP Training Center in East Falmouth, MA for the Marel on-site technician to repair. The ability of a scale exchange of damaged scales for functional scales is mission critical to the NEFOP.
./ Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
Marel Seattle, Inc. is the manufacturer of the scales and is the only vendor of the scales; there are no Authorized Resellers nor are there any certified Mare! Service Providers.
All warranties and all commitments regarding the functionality of the scales will be rendered VOID if any unauthorized maintenance or repairs are completed on Marel equipment.
5. Market Research.
Conducted market research and found products similar but could not meet all of the requirements. The scales weren’t stainless steel and did not meet the waterproof standards.
NEFOP requires the scales withstand immersion from water from waves, rain, and high powered hoses. There is no Bluetooth connectivity available and there are not interchangeable with the current Pelican 1550 cases that have proprietary laser cut custom foam interior. NEFOP requires smaller scales both for ease of transport and space limitations on small commercial vessels.
