SOLE SOURCE JUSTIFICATION
FOR SIMPLIFIED ACQUISITIONS
From: , Code 665
To: Cognizant Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY
REQUIREMENTS
This order is to provide engineering and technical support for CVN 78 TSST, FSST, VAR and SAR efforts by providing vulnerability and hardening studies of ship structures and shipboard equipment subjected to various weapons effects. In addition this order is to develop training materials and provide training on the methodology of utilizing the Legacy Software Suite codes to perform vulnerability assessments of US Navy aircraft carriers. The Legacy Software Suite includes the Ship Vulnerability Model
(SVM), HULLWHIP which is part of SVM and Ultimate Strength (ULTSTR).The majority of the support involves the use and/or training of the Modeling and Simulation (M&S) Legacy Software Suite developed by TCarroll & Associates
(TCAI), at a cost of $.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR'S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION
TCAI is the Ship Vulnerability Model (SVM) developer. The SVM software is the main code utilized to conduct vulnerability analyses of aircraft carrier ship structure and shipboard components subjected to weapons effects for the CVN
78 LFT&E tasks. TCAI is also the developer of the requisite SVM CVN 78 aircraft carrier model used for this analysis.
TCAI is also the developer of ULSTR, another key code used for determining the structural strength of ship structures when subjected to damage. No other special use or general use software tools exists that can perform the unique weapons effects impacts to ship structure and shipboard components that are necessary to conduct the vulnerability assessments required by the US navy. The Ship Vulnerability Model (SVM) and ULTSTR have been utilized for the past 20 years for aircraft carriers which provides significant historical data benefits that cannot be duplicated.
Pursuant to FAR 6.302- 1(a)(2)(iii), the expertise using these models is only available from one source, T Carroll & Associates.
3. MARKET SURVEY
A market survey was completed in which vendors that perform DoD analyses were given access to review the SVM code. One vendor showed interest but it was determined that no other commercial vendor besides TCarroll have experience performing ship studies utilizing SVM software to conduct the required survivability and vulnerability assessments.
4. ADDITIONAL FACTS
This unique Ship Vulnerability Model (SVM) software was previously used in completion of the following contracts:
