About this file

This document provides a brand name justification for a federal contract opportunity with the Department of Veterans Affairs. The justification requests a sole source procurement of Philips physiological monitors, medical telemetry systems, and electronic health record gateways for the William S. Middleton Memorial Hospital in Madison, Wisconsin and the Tomah VA Medical Center in Tomah, Wisconsin. The brand name justification cites the need to upgrade aging monitoring systems to interface with a new Cerner electronic medical records system on an accelerated timeline. Procuring from Philips will allow compatibility with existing partnerships and systems at other VISN 12 medical centers. The upgrade is also intended to provide clinical standard of care and leverage support resources across sites. The opportunity is set aside entirely for service-disabled veteran-owned small businesses.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Attachment 1: Request for Sole Source Justification Template >SAT-$7.5M under FAR13.5

Effective Date: 02/01/2022 Page 3 of 4

The components are manufactured in the United States and countries of Austria, Czech Republic, Germany, Israel, Mexico, and the United Kingdom. A Buy American nonavailability waiver determination will be processed.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:

Tomahs current monitoring system does not have an approved interface with the new Cerner EMR.

To meet VISN 12s current Cerner timeline, it must be replaced/updated to maintain the clinical standard of care. The system should be replaced/updated with Philips so that Tomah can integrate with Tomahs patient monitoring to leverage significant auxiliary and backup resources similar to other site-to-site partnerships architected across all other VISN 12 medical centers to help maintain continuity of care when any of our sites encounter unplanned system performance issues or staffing resource challenges. Also, through the proposed action, the Tomah VA does not need to purchase the proprietary software licenses to unlock advance features of the system such as full disclosure, 12-lead ECG analysis, Cardiac output, combination monitoring, and a variety of others. The estimated cost savings of the licenses transfers is $150,000.00. The magnitude of a complete replacement would add to the overall impact and project schedule for VA staff and VA internal operations adding hidden costs to the project. It would also likely impact the ability of the VA to meet the proposed VA Cerner schedule for deployment of the new Electronic Health Record system at Tomah. Furthermore, VA would not be replacing items that are not beyond their end of useful life.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

Four Points Technology (SDVOSB) and Alliant Healthcare (SDVOSB)

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:

No actions are planned, the requirement is a one-time upgrade to the Philips Unity Network to upgrade the physiological monitors, medical telemetry, system infrastructure components, and the addition/upgrade of electronic health record (EHR) gateways to ensure compatibility for the VISN wide Cerner rollout.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
