About this file
This is an Enclosure to a Justification and Authorization (J&A) document numbered N10426C1204P00004, detailing ship repair work items that require non-competitive procurement justification.
The document outlines four critical repair work items for a naval vessel, all classified as mission-essential safety issues. CCO Item 023 addresses boiler drain piping repair for high-pressure steam leaks, which ABS and USCG regulations prohibit before vessel departure. CCO Item 024 involves a life raft davit weight test required by USCG 835 regulations and identified as a ship CASREP issue that reduces the vessel's Condition of Readiness until completion. CCO Item 042 covers main steam pipe repair to eliminate leaks and meet USCG and ABS safety requirements, characterized as both mission-essential and a personnel safety hazard. CCO Item 080 addresses relief valve repairs due to high-pressure steam leaks into the engine room; the justification notes that valve size prohibits removal during a routine vessel maintenance period, and the ship must be ready for operational tasking within five days. The document includes columns for pricing information, though no pricing data is populated in the provided enclosure. All work items are regulatory-driven and operationally time-sensitive.

Enclosure to J&A No. N10426C1204P00004 CCO WI Description/Justification Pricing
023 203-Boiler Drain Piping Repair Boiler piping is high pressure steam and is a safty issue when steam leaks occur. ABS and USCG will not allow ship to sail with leaking steam.
024 603-Life Raft Davit Weight Test This is a USCG 835 and ship CASREP. The COI is reduced until this is repaired.
042 203-Main Steam Pipe Repair
Main Steam Pipe Repair- The main steam pipe must be free of leaks per USCG and ABS requirements. This is mission essential and a safety hazard to have the main steam pipe leaking.
080 203-Relief Valve Repairs HP steam is leaking into the engine room and valves are too big to remove in a VR since ship needs to be ready for tasking in 5 days.
