About this file

This is a Memorandum for the Record (MFR) documenting a justification for use of other than full and open competition for a simplified acquisition below the simplified acquisition threshold.

The memorandum justifies a single-source procurement for a Remote Sensed Pressure Relief Valve, 1-1/2" NPS manufactured by CLA-VAL (Part Number 9262901D) with a required delivery date of February 19, 2027. The valve is intended for installation on JP-5 System Flight Deck Mods on USNS Comfort. The contracting officer determined that only one source is reasonably available based on standardization and specialized requirements. The justification cites two primary reasons for the single-source determination: (1) standardization per COMSCINST 4790.3 to maintain fleet configuration baseline, noting the CLA-VAL 50M-5 model is installed on USNS Mercy, and (2) technical specification requirements, as NAVAIR specified that this is the only acceptable valve for NAVAIR onboard aircraft fueling requirements. The product is not designated as critical ship equipment. The procurement PID number is N32205-26-SIMACQ-DSM-N7-0515. The memorandum was approved and digitally signed by Contracting Officer Krista A. Hendricks on August 20, 2026.
