About this file

This document is a Justification for Other Than Full and Open Competition for a lease solicitation by the General Services Administration (GSA) for the National Science Foundation (NSF). GSA seeks to lease 240,000 to 280,000 ABOA square feet of office space in Alexandria, VA for 48 months, with an anticipated lease commencement by November 2025. The total contract value is $15,680,739.36, and the lease will facilitate the relocation of the Department of Housing and Urban Development (HUD) into the NSF's current headquarters at 2415 Eisenhower Avenue.

The solicitation was issued on August 22, 2025, with expressions of interest requested by September 4, 2025. GSA received six responses, but only one met the minimum requirements - a property at 401 Dulaney Street. The justification cites 41 U.S.C. § 3304(a)(1) as authority for a sole source procurement, noting the building is uniquely suited to NSF's needs and can immediately support HUD's move. The anticipated rental rate is significantly below market average, and the lease will help the government reduce its physical real estate footprint while avoiding long-term maintenance costs.

Justification for Other Than Full and Open

Competition, Succeeding Lease U.S. General Services Administration

GSA Region 11 Leasing

Office of Real Estate and Delivery

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

PROJECT NUMBER: 5VA0785

Agency Name: National Science Foundation (NSF)

1. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

The General Services Administration currently leases 586,670 ANSI/BOMA Office Area Square Feet (ABOA SF), yielding 682,111 Rentable Square Feet (RSF) of office space and 6 structured parking spaces at 2415 Eisenhower Avenue, Alexandria, VA under Lease Number GS-11P-LVA12583 for the National Science Foundation (NSF). The current lease expires August 31, 2032. Consistent with the Trump Administration’s efforts to right-size the federal real estate portfolio by reducing the government’s physical footprint where feasible and avoiding long term costs to taxpayers, the Department of Housing and Urban Development (HUD) is relocating from its current location at the federally owned Weaver Building into NSF’s headquarters location at 2415 Eisenhower Avenue. This move will result in significant cost savings by avoiding direct upkeep and deferred maintenance costs that would otherwise be an expense to the Government and will facilitate the disposal of the Weaver Building. As such, NSF has a continuing need for a significantly reduced footprint of 240,000 to 280,000 ABOA SF of office and related space and four (4) parking spaces in Alexandria, VA.

NSF needs to immediately relocate in order to facilitate HUD’s occupancy of the building at 2415 Eisenhower Avenue. The agency provided a justification for a restricted delineated area, which encompasses the area immediately proximate to their current location. NSF cited the restricted delineated area as benefiting employee productivity and reducing disruption, efficiency of relocation and a reduction in move time, continuation of existing local partnerships that do not need to be replicated, and retention of employee commute routines as they’ll be traveling to the same general area.

On August 22, 2025, GSA issued a pre-solicitation notice on www.sam.gov. Expressions of interest were requested by September 4, 2025. GSA received six (6) responses, but only one (1) was determined to meet the minimum requirements.

Approval is requested to negotiate with the sole qualified source without full and open competition to procure a new housing solution for the NSF. The authority for pursuing a sole source procurement is detailed in 41 U.S.C. § 3304(a)(1).

2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

(INCLUDING ESTIMATED VALUE).

The Government requires a leased location for 48 months with an anticipated commencement by the end of November 2025. The estimated cost of this new lease is per rentable square feet per year for an annual cost of up to and a total contract value of $15,680,739.36.
