Brand Name/Sole Source Justification under $250K
PMD Number: FY21-20005
Department: S Department
Company Name/Brand: Kitco Fiber Optics
Description of Product, Supplies or Services required to meet the agency’s needs:
Fiber Optic Test Equipment including Light Source and Power Meter, Optical Time Domain Reflectometer (OTDR), and associated Measurement Quality Jumper (MQJ), Sets capable of testing both Multi-Mode and Single-Mode fiber cables at the appropriate wavelengths. (1300 nm for Multi-Mode, 1310 and 1550 nm for Single-Mode)
Identification of Justification Rational:
☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
Test Procedures are written to include instructions utilizing unique aspects and control settings of the OTDR and Power Meters (and supporting MQJs). The requirements for the fiber optic test equipment come from MIL-STD-2042-C. MIL-STD-2042-C mandates for the use of test equipment that has been approved by Naval Surface Warfare Center Dahlgren Division (NSWC DD) and appears on the “Navy Shipboard Fiber Optics Recommended Test Equipment List”.
KITCO products meet this demand. KITCO’s Light Source provides light of a calibrated intensity and wavelength required for transmission over the various fiber optic networks and transmission paths on the ships in New Construction. This, combined with the MQJs and power meter, allow technicians to ensure that all such paths meet Acceptance Test Procedure requirements for signal propagation and impedance matching for all fiber optic transmission paths. The OTDR is used to confirm the presence and location of signal path discontinuities, and to determine overall signal path length, necessary for adjusting precise timing between spatially separated equipment. The tests verify that both Single- and Multi-mode fiber transmission systems associated with ship’s radars, sensors and data network will perform at their design efficiencies, and in the particular case of the system , ensures that Standing Wave Ratios (SWR), a product of mismatched impedances, are minimized. The employs Radio Frequency (RF) over fiber. This utilization requires the use of RF detectors in the system that are particularly sensitive and susceptible to damage from mismatched impedance and high SWRs
Currently, the PMS-317 Government Test Team (GTT) does not have an OTDR and supporting MQJs. The OTDR and Power meters must be capable of utilizing both Multi-Mode and Single- Mode fibers.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
Due to form fit and function, only KITCO Fiber Optics test equipment meets our requirements.
The test equipment must be able to function and test at both the Multi-Mode and Single-Mode wavelengths. The KITCO equipment provides such functionality.
The requested items are not off the shelf items. It requires special tooling, special material and special engineering, all of which KITCO equipment offers. The KITCO test equipment is on the MIL-STD-2042 C required Navy Shipboard Fiber Optics Recommend Test Equipment List.
With KITCO equipment, all of the connections and MQJs will work seamlessly together. If another brand of equipment is used, it is uncertain if all connectors and MQJs will be compatible since no other brand of test equipment has been approved. Therefore, utilizing another brand of equipment would increase cost (and time) in acquiring all the necessary components to have a functional test set. Choice of another OTDR or Power Meter (and supporting MQJs) would require a rewrite of testing procedures and additional training of the Government Electronic Systems Team. The failure to properly test the Multi-Mode and Single-Mode wavelengths in the
System, could potentially lead to damaged components of the System.
This would increase cost and subject the government to a financial claim of delay and disruption by the shipbuilder for jeopardizing Detect to Engage Test, scheduled as part of Builder’s Trials, in addition to additional training and training procedures, separate procurements would be required. A continued delay will result in Government Test incompletion and prevent execution of certain aspects of shipbuilder’s trials as currently scheduled.
Market Research Conducted:
1. Estimate is:
2. Derived/based on by market research pricing from Kitco.
3. It is reasonable because we have fair and reasonable pricing from NAVSUP for the terminal NSNs.The test equipment from KITCO are on the (MIL-STD-2042 C required) Navy Shipboard Fiber Optics Recommend Test Equipment List. With KITCO, all of the connections and MQJs will work seamlessly together. If sourced elsewhere, it is uncertain if all connectors and MQJs will be compatible. This would increase cost as separate procurements would be required.

KITCO price for all: $ compared to $ for same or comparable items from other sources it is cost to order these through the manufacturer, but the products are all compatible and the boom microphone is included plus any would add to the cost. Received pricing of $ for the OTDR from VIAVI brand sold by , however the additional items needed to interface with this equipment were unavailable through VIAVI.
We also received a response from one of the distributors, so the purchase is a brand name justification and approval. We did not receive a market research pricing response from the other two distributors, Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
