About this file
This is a Limited Sources Justification (LSJ) document for the sole-source procurement of 39 A-DEC Navy Standard Package dental chair systems with installation at Langley Air Force Base in Hampton, Virginia. The contract (SPE2DH-24-D-0006) is being awarded through DLA Troop Support's Medical Supply Chain Equipment Electronic Catalog (ECAT) program, valid through March 5, 2029.
The total estimated value is $816,989.16 ($20,948.44 per unit). The justification cites that A-DEC is the only vendor capable of meeting all technical requirements, including spine rotation support, detachable double articulating headrest, bi-directional hydraulic motor pump, 30-inch lift range, 60-degree swivel range, obstruction sensors, 300 VAC power supply, and 500-pound patient capacity. Market research conducted in September 2024 evaluated alternative products from Boyd Exam Chair and Midmark Chair Elevance but found they did not meet several key requirements. The procurement is necessary because existing dental chairs at Langley AFB have exceeded their life expectancy, and the facility requires chairs that can accommodate both active duty personnel and eligible dependents through their general dentistry residency program.

LIMITED SOURCES JUSTIFICATION (LSJ)
A-DEC, INC.
CONTRACT SPE2DH-24-D-0006
Navy Standard Package with Install
(A-DEC 511 Dental Chair)
1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.
2. The justification is for the acquisition supporting the Langley Air Force Base (AFB) in Hampton, Virginia. Langley AFB is seeking to acquire thirty-nine (39) A-DEC, Inc.: NAVY STANDARD PACKAGE WITH INSTALL, for a dental treatment chair package. The order will be placed under A- DEC, Inc.’s Equipment Electronic Catalog (ECAT), Contract Number SPE2DH-24-D-0006, which is valid through March 05, 2029.
3. The acquisition is for the purchase of the following Dental Treatment Room Chair Package for Langley
AFB:
Manufacturer: A-DEC, Inc.
Item Description: NAVY STANDARD PACKAGE WITH INSTALL Manufacturer Part Number: NAVY STD PKG WITH INSTALL Quantity: 39 Each Unit Price: $20,948.44
Total Estimated Dollar Value: $816,989.16
4. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary to meet Langley AFB’s requirement for thirty-nine (39) Navy Standard Packages with Install. The dental treatment chair package is necessary because the existing dental chairs at Langley AFB all have exceeded life expectancy.
The required Dental Treatment Room Chair Package must satisfy the following minimum requirements established by Langley AFB:
a. The system must support the spine rotation of the seated patient.
b. The system must have a detachable double articulating headrest with a sliding cushion, and an operational quick release adjustment lever.
c. The system must have a bi-directional hydraulic motor pump.
d. The system must have a lift range equal to or greater than thirty (30) inches.
e. The system must have a chair swivel range equal to or greater than sixty (60) degrees.
CUI
f. The system must stop chair movement/motion with sensors that detect obstruction.
g. The system must have an integrated power supply with a wattage of 300 Volts of Alternating Current
(VAC).
h. The system must have a maximum patient load equal to or greater than 500 pounds (lbs.) (227 kilograms (kg)).
The dental treatment room chairs will be utilized by multiple dental specialties within the Langley AFB, Virginia. The chair’s design aligns the patient’s spine throughout the chair’s full range of motion. General and specialty dentists require various positions, so patients are appropriately treated. Patient care can last thirty (30) minutes to four (4) hours; it is important that the patient is supported and comfortable the entire time in the chair. A double articulating headrest allows providers to adjust the headrest, so patients’ necks are supported, reducing ergonomic stress, and their chins are raised, allowing for easier pathways by the practitioner. A tiltable headrest further enables clinicians increased access to a patient’s oral cavity. The headrest is detachable which accommodates wheelchair patients; the headrest can be installed in the opposite direction for head support. An adjustable sliding cushion is necessary to accommodate variable patient heights. The bi-directional hydraulic motor pump is a single motor system and necessary to adjust the chair’s height and backrest. The hydraulic pump extends the chair lift and tilts hydraulic cylinders. The bi-directional pump’s rotations affect the base and back of the chair. The hydraulics in conjunction with the bi-directional motor pump makes base/back adjustments smooth (reducing movement turbulence). The chair’s ability to lift greater than thirty (30) inches and the sixty (60) degree swivel (thirty (30) degrees each side) allows for that accommodation and enhances patient/operator accessibility thereby decreasing dental professional repositioning. Automatic chair stop uses obstruction sensors that disable the chair’s movement; this feature keeps patients in place and reduces injury risk & equipment damage. An integrated 300 Volts of Alternating Current (VAC) power supply is necessary for the use of chair compatible ancillary products. The 500 lbs. (277 kg) weight requirement is necessary because Langley AFB has a general dentistry residency program where an active-duty service member’s dependents may be eligible for dental treatment. Eligible dependents do not have the same weight standards as active-duty service members. This is the only product currently available on ECAT or in the commercial market that meets all of Langley AFB’s minimum requirements indicated above.
5. The Contracting Officer has determined the contract prices of supplies under the Equipment ECAT multiple award program fair and reasonable. DLA Troop Support will seek an additional price reduction since the order will exceed the simplified acquisition threshold. This acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. The Langley AFB team conducted market research in September 2024, assessing which companies offer a dental treatment room chair capable of meeting all minimum requirements. Market research was completed via web search, phones calls with potential vendors, and the review of the medical master catalog. Boyd Exam Chair and Midmark Chair Elevance were found to have similar chairs to A-DEC, Inc. The research compiled concluded that only A-DEC, Inc. has a dental treatment room chair that meets all the Langley AFB’s minimum technical requirements.
The Boyd Exam Chair and Midmark Chair Elevance were evaluated. The Boyd and Midmark Chairs do not meet minimum requirements (b), (c), (d), and (g). Boyd and Midmark Chairs do not offer a detachable double articulating headrest, bi-directional hydraulic motor pump, chair lift range greater than thirty (30) inches, and an integrated power supply to support motorized instruments. Finally, the Midmark Chair does not meet minimum requirement (h) because it cannot support patients that weigh up to 500 lbs. (277kg).
Additional market research was completed by DLA Troop Support in November 2024 by reviewing DLA ECAT contract catalogs; no additional sources that meet all the listed requirements were found.
The DLA Biomedical Engineer also reviewed similar chairs via web searches and concluded that no additional sources that meet all requirements are available. The NAVY STANDARD PACKAGE WITH INSTALL is available on ECAT via A-DEC, Inc.’s ECAT contract.
7. ECAT vendors have the opportunity to add new products that fall within the scope of the Medical Equipment ECAT program on a quarterly basis. Therefore, any ECAT vendor may add products, including dental chair packages, enhancing competition for future acquisitions. Currently, A-DEC, Inc.
is the only vendor able to provide the required item with an ECAT contract.
8. DLA Troop Support will attempt to locate other sources for future requirements as they arise in an attempt to overcome the barriers that led to restricted consideration; however, any new item considered for procurement would be required to meet the Government’s minimum technical requirements.
