About this file

This document is a Memorandum for Other Than Full and Open Competition (MOR) justifying a sole-source procurement for fuel oil service and transfer pumps from Leistritz Advanced Technologies Corp. The procurement is for specific replacement pumps for the USNS Robert E. Peary (T-AKE 5), with a total anticipated value of $38,139.48 and a required delivery date of 4/22/2025.

The justification cites multiple reasons for sole-source procurement, including proprietary rights, exclusive licensing, critical ship equipment requirements, standardization, and form/fit/function compatibility. The specific pumps being procured include a Main Fuel Oil Transfer Pump (Model L2NG-116/180-ASOGI-G) and three Fuel Oil Service Pumps (Model L3NG-060/096), all manufactured by Leistritz AG. The document notes that all T-AKE vessels are outfitted with identical pumps, and the Military Sealift Command lacks the technical information to evaluate equivalent non-OEM replacement parts.
