About this file

This document is a Justification and Approval (J&A) for a sole-source hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract with Collins Aerospace for the procurement of Most Aggressive Features (MAF) propulsors for the Virginia Class Submarine (VCS) Improved Advanced Hybrid (IAH) program. The U.S. Navy seeks to award a three-year contract to Collins for manufacturing up to eight MAFs through FY24, with the first MAF delivery scheduled 25 months after contract award and subsequent MAFs delivered every six months. The estimated total contract value is redacted, with funding potentially coming from Ship Construction, Navy (SCN) and/or Other Procurement, Navy (OPN) sources.

The contract stems from a DARPA Hybrid Multi-Material Rotor agreement where Collins previously developed proprietary elastomer and composite materials for MAF propulsors. Collins is identified as the only known source capable of manufacturing these unclassified MAFs for U.S. Navy submarines, with unique technical knowledge and manufacturing experience. The procurement includes technical and engineering support during production, maintenance, and repair. The Navy plans to use a Request for Information (RFI) process to potentially enable future competition, with the intent to provide technical specifications and Government Purpose Rights (GPR) to interested parties for future MAF production.
