About this file

This is a Limited Sources Justification (LSJ) document for a dental equipment acquisition supporting three military installations: Eglin Air Force Base (Florida), Fort Riley (Kansas), and Fort Sill (Oklahoma). The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division is the contracting activity.

The acquisition covers 110 units of A-dec Inc.'s 500B Restorative/Prosthodontics Dental Equipment Package with installation for the continental United States (CONUS). The order will be placed against ECAT Solicitation SPE2DH-21-R-0002, Contract Number SPE2DH-24-D-0006, valid through March 5, 2029. The justification cites FAR 8.405-6(a)(1)(i)(B) as the authority for limited sources, asserting that only one source is capable of providing the supplies at the required quality level because the supplies are unique or highly specialized. The dental chair systems must meet eight specific minimum requirements, including an ultra-thin 1.25-inch flexible backrest, detachable double articulating headrest with sliding cushion, two-position mid-thigh armrests with thermoplastic vulcanizate surfacing, a 60-degree chair swivel range, stop plate safety feature, 500-pound maximum patient load capacity, compatibility with existing plumbing, and 300 VAC integrated power supply. Market research conducted in July 2025 by the three site teams and additional research by DLA Troop Support in December 2025, including review of the Emergency Care Research Institute (ECRI) database and DLA ECAT contract catalogs, concluded that only A-dec Inc. meets all minimum clinical and technical requirements. The Contracting Officer determined the ECAT contract prices fair and reasonable and identified this acquisition as best value to the Government. The justification was approved on January 9, 2026, by Contracting Officer Evan Lessin and DLA Troop Support Competition Advocate Maciej Okulicz-Kozaryn.

LIMITED SOURCES JUSTIFICATION (LSJ)

500B Restorative/Prosthodontics Dental Equip Package

1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.

2. The justification is for acquisitions supporting Eglin Air Force Base (AFB) in Okaloosa County, Florida;

Fort Riley in Riley County, Kansas; and Fort Sill in Lawton, Oklahoma. All customers are seeking to acquire a dental chair system package: A-dec Inc.: 500B RESTORATIVE/PROSTHODONTICS DENTAL EQUIPMENT PACKAGE WITH INSTALL (CONUS). The order can be placed against ECAT Solicitation SPE2DH-21-R-0002 Contract Number SPE2DH-24-D-0006, which is valid through March 05, 2029.

3. The acquisitions are for the purchase of the following dental chair system:

Manufacturer: A-dec, Inc.

Item Description: 500B RESTORATIVE/PROSTHODONTICS DENTAL EQUIPMENT

PACKAGE WITH INSTALL (CONUS)

Manufacturer Part Number: 500B REST/PROST WITH INSTALL Quantity: 110 Each Unit Price:

Total Estimated Dollar Value:

4. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary to meet the locations’ requirements for 110 Each, 500B Restorative/Prosthodontics Dental Equipment Packages. The dental chair system package is necessary because each location’s existing dental chairs have exceeded their life expectancy and they are required to be replaced.

The required Dental Chair System Package must satisfy the following minimum requirements established by the aforementioned locations:

a. Backrest - The system must have an ultra-thin 1.25" flexible backrest.

b. Headrest - The system must have a detachable double articulating headrest with a sliding cushion and an operational quick release adjustment lever.

c. Two (2)-position Armrests- The system must have two (2)-position armrests that are mid-thigh position mounted, forward articulating, and thermoplastic vulcanizate surfacing.

d. Chair Swivel - The system must have a chair swivel range equal to or greater than sixty (60) degrees

(thirty (30) degrees each side).

e. Stop Plate - The system must have a stop plate with a reset button that, when activated, stops the chair base from moving further downward.

f. Patient Load - The system must have a maximum patient load equal to or greater than 500 pounds (lbs)/(226 kilograms (kg)).

g. Plumbing - The system must be able to connect to existing plumbing lines and hookups.

h. Volts of Alternating Current - The system must have an integrated power supply with a wattage of

300 Volts of Alternating Current (VAC).

The dental treatment room chairs will be utilized by multiple dental specialties for each location. The ultra-thin flexible backrest provides greater access to the oral cavity reducing risk of musculoskeletal damage to a clinician, as well as providing proper positioning behind the patient. A double articulating headrest allows providers to adjust the headrest, so patients’ necks are supported, reducing ergonomic stress, and their chins are raised, allowing for easier pathways by the practitioner. A tiltable headrest further enables clinicians increased access to a patient’s oral cavity. The headrest is detachable which accommodates wheelchair patients; the headrest can be installed in the opposite direction for head support. An adjustable sliding cushion is necessary to accommodate variable patient heights. The forward articulating thermoplastic vulcanizate armrests eliminate obstructions posed by armrests that mount to the chair back, which improves access to the oral cavity, promotes superior clinical ergonomics, maintains asepsis, and reduces operator fatigue. The required sixty (60) degree swivel (thirty (30) degrees each side) allows for that accommodation and enhances patient/operator accessibility thereby decreasing dental professional repositioning. The thermoplastic vulcanizate surface material is a thermoplastic elastomer that is biocompatible; the surface can withstand disinfectants for skin contact. The stop plate is a safety feature which can halt chair base downward movement; should anything accidentally get stuck under the chair base, patients/clinicians and operatory equipment are protected. The 500lbs (226 kg) weight requirement is necessary to ensure the chair can safely support the combined load of the patient, clinician pressure when leaning on the chair, and equipment. This standard accounts for broader patient population use who may not meet the same weight profiles as uniformed services members. Each location, in some cases, can provide active-duty service member’s dependents emergency dental care/treatment. The dental chair is compatible with each location’s existing plumbing lines/hookups. An integrated 300 VAC power supply is necessary for the use of chair compatible ancillary products.

The A-dec, Inc. dental chair system package identified above is the only product currently available on ECAT or in the commercial market that meets all minimum clinical/technical requirements indicated above.

5. The Contracting Officer has determined the contract prices of supplies under the Equipment ECAT multiple award program fair and reasonable. DLA Troop Support will seek an additional price reduction since the order will exceed the simplified acquisition threshold. The Contracting Officer has determined that this acquisition represents the best value to the Government consistent with FAR 8.404(d).

6. The Eglin AFB, Fort Riley, and Fort Sill site teams performed clinical requirements assessments through market research in July 2025. They assessed which companies offer a dental chair system capable of meeting all minimum requirements. Market research was done via web search, phone calls with potential vendors, the review of the medical master catalog, and the Emergency Care Research Institute (ECRI).

The ECRI is a non-profit medical authority that conducts independent medical device evaluations and analysis. were found to have similar dental chair systems to the A-dec, Inc. system. However, the compiled research concluded that only A-dec, Inc. has a dental chair system that meets all the minimum clinical/technical requirements.

The systems were reviewed against the identified minimum requirements:

Both of the alternative models do not meet minimum requirements

The system does not meet minimum requirement

Additional market research was completed by DLA Troop Support in December 2025 by reviewing DLA ECAT contract catalogs; no additional sources that meet all the listed requirements were found.

The DLA Biomedical Engineer also reviewed similar dental chairs via web searches and concluded that no additional sources that meet all requirements are available.

The 500B RESTORATIVE/PROSTHODONTICS DENTAL EQUIPMENT PACKAGE WITH INSTALL (CONUS) is available on ECAT via contract SPE2DH-24-D-0006.

7. ECAT vendors have the opportunity to add new products that fall within the scope of the Medical Equipment ECAT program on a quarterly basis. Therefore, any ECAT vendor may add products, including microscope systems, enhancing competition for future acquisitions.

8. DLA Troop Support continually performs market research of microscopes to identify possible other acceptable sources for future acquisitions, in order to overcome the barriers that led to restricted consideration. Furthermore, DLA will continue market monitoring, however, any new item considered for procurement would be required to meet the Government’s minimum clinical requirements. In the event another vendor outside of the Equipment ECAT Program offers dental chair systems, DLA will encourage any such vendor/manufacturer to participate in the Equipment ECAT Program.
