About this file
This document is a Limited-Sources Justification (LSJ) that authorizes and approves, on a sole source basis, a firm fixed price Delivery Order (DO) for the lease of relocatable facilities with Williams Scotsman, Inc. The procurement is for the extended lease of relocatable facilities to accommodate personnel growth at the Naval Air Warfare Center, Lakehurst, NJ until additional permanent administrative space is completed. This is a continuation of previous orders awarded against GSA Schedule 56 contract GS-07F-0257M. The existing 149T facility is a highly customized relocatable complex with specialized features, and the current options are set to expire. Due to operational control requirements and the need to avoid disruption to the Ford Class Aircraft Launch and Recovery Equipment (ALRE) program, the Government determined that obtaining the lease from another source would result in substantial duplication of costs that would not be recovered through competition. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst awarded a contract to Williams Scotsman, Inc. for $448,393.92 on 2024-10-24.

DEPARTMENT OF THE NAVY
NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION LAKEHURST
ROUTE 547
JOINT BASE MDL NEW JERSEY 08733
LIMITED-SOURCES JUSTIFICATION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ
2. Nature and/or Description of Action being Approved.
This Justification and Approval (J&A) authorizes and approves, on a sole source basis, a firm fixed price Delivery Order (DO) for the lease of relocatable facilities with Williams Scotsman, Inc. (CAGE: 6H793), Baltimore, MD. The relocatable facilities are currently located at the Naval Air Warfare Center, Lakehurst, NJ.
3. Description of the Supplies or Services Required to Meet the Agency’s Needs (including the estimated value).
This procurement is for the extended lease of relocatable facilities to accommodate personnel growth until the completion of additional permanent administrative space through the Capital Improvement Program. This is a continuation of the effort originally procured on DO GSP0810JE0020 awarded against General Services Administration (GSA) Schedule 56 “Buildings and Building Materials/Industrial Services and Supplies” Contract GS-07F-0257M, N68335-14-C-0076, DO N68335-15-F-0002 awarded against GSA Contract GS-07F-0257M, and DO N6833520F0022 awarded against GSA Contract GS07F0257M.
4. Identification of the Justification Rationale (see FAR 8.405-6(b)) and, if applicable, a Demonstration of the Proposed Contractor's Unique Qualifications to Provide the Required Supply or Service.
FAR 8.405-6(a)(1)(i)(C), In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA was not previously issued under sole-source or limited-sources procedures.
The existing 149T facility is a highly customized relocatable complex with specialized Anti-terrorism Heating, Ventilation, and Air Conditioning snorkels, blast protection windows, fire suppression system and mass notification system. This relocatable facility was originally obtained on Order # GSP0810JE0020 that was issued under GSA contract GS-07F-0257M. This was a competitive procurement from a solicitation that was posted on GSA Schedule 56 / Special Item Number 361–50 “Lease/rental of Pre Engineered/Prefabricated Buildings and Structures”.
Follow-on Contract were issued to Williams Scotsman, Inc. on a sole source basis. However, the current options are set to expire.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d).
By placing an order against a GSA Multiple Award Schedule using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. Although GSA has already negotiated fair and reasonable pricing, ordering activities may seek additional discounts before placing an order (see 8.405-4).
6. A Description of the Market Research Conducted among Schedule Holders and the Results or a Statement of the Reason Market Research was not Conducted.
Market research was conducted among schedule holders and outside the Multiple Award Schedule. A combination of nomenclature and North American Industry Classification System codes were searched using the Dynamic Small Business Search and GSA e-Library. Various companies that provide modular and mobile office building rental and leasing were found.
However, they are unable to meet the Government’s requirements due to the information set forth in Paragraph 4 above, and Paragraph 7 below.
In accordance with Federal Acquisition Regulation 5.201, a synopsis was published on System for Award Management website stating the Government’s intention to procure the lease of relocatable facilities from Williams Scotsman, Inc. The synopsis closed and did not yield any responses from industry.
7. Any other Facts Supporting the Justification.
The operational control of JB-MDL is with the 87th Air Base wing (Air Force) which must provide site approvals for all structures on JB-MDL – currently the site for the relocatable buildings in this requirement is approved for that site use only. No other sites are available. To openly compete a new relocatable facility with an alternative contractor would require the Ford Class Aircraft Launch and Recovery Equipment (ALRE) support personnel be relocated while the existing facility is prepared for tear down, torn down and the new facility constructed, wired and furnished. In addition to losing the Research, Development, Testing and Evaluation space, the costs associated with a new relocatable facility would include furniture removal costs, tear down preparations, and Williams Scotsman relocatable removal costs. A new equivalent complex is estimated at. In addition, it is anticipated that there would be a lost occupancy time.
As the Williams Scotsman relocatable facility is already in place, appropriately furnished for the mission and occupied, to remove the existing facility would incur great harm to the Ford Class ALRE program and additional costs that would anticipate to not be recovered through competition.
8. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers that Preclude the Agency from Meeting the Requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made.
For the reasons set above, NAWC-AD Lakehurst has no plan at this time to compete future contracts for the types of supplies/services covered by this document. There are no actions that the Government can take at this time to remove barriers to competition. If another potential source emerges, NAVAIR will assess whether competition for future requirements is feasible.
