About this file
This is a Limited-Sources Justification (LSJ) document for a single-source acquisition under FAR 8.405-6(a)(1)(i)(B) by the Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division.
The contracting activity is procuring animatronic Tactical Combat Casualty Care (TCCC) manikins from TACMED SOLUTIONS for the United States Navy at Coronado, California. The acquisition consists of eight Clinical Response Upper Resuscitate (CRU-R) manikins (Part No. FG-CRU-R-0002), eight Hemo Lower Body manikins (Part No. FG-HEMO-0004), and multiple accessories. The order will be placed against ECAT Solicitation SPE2DH-21-R-0002 (Contract No. SPE2DH-24-D-0007), valid through March 14, 2029. The total estimated dollar value is redacted. The contracting officer determined prices fair and reasonable under the Equipment ECAT multiple award program and that the acquisition represents best value to the Government.
The justification asserts that only TACMED SOLUTIONS can provide supplies meeting the Government's minimum clinical requirements because the manikins are unique and highly specialized. The manikins must satisfy thirteen specific technical requirements established by the Navy location, including advanced cardiovascular simulation, airway management, cricothyroidotomy simulation, chest tube training, needle decompression, intraosseous access, penetrating and inguinal wound simulation, intubation with error detection, gunshot wound bleeding control, amputation feedback, leg splinting with sensors, patient movement capability, and water-resistant durability. The document confirms that TACMED SOLUTIONS manikins are the only product currently available on ECAT or in the commercial market meeting all minimum clinical and technical requirements. DLA will continue monitoring the market for alternative sources and encourage other vendors to participate in the Equipment ECAT Program to overcome future competitive barriers.
