About this file

This Limited Source Justification (LSJ) document details a single-award Blanket Purchase Agreement (BPA) for Remote Area Lighting Systems (RALS) for the Air Force Life Cycle Management Center's Basic Expeditionary Airfield Resources (BEAR) Program. The procurement is specifically for PD Power Systems, LLC's PDYS-RALS-09-LED lighting system, which is a unique, highly specialized electrical support equipment designed for military base illumination. The BPA will be awarded through the GSA Multiple Award Schedule (MAS) contract, with a base year and four one-year option periods, and is intended to support tent city and remote communication base lighting requirements.

Key details include the sole-source justification based on PD Power Systems being the only vendor capable of providing this specific RALS configuration, with proprietary data rights owned exclusively by the company. Market research, including a Request for Information (RFI), confirmed no alternative vendors can meet the government's needs. The lighting system includes 13 telescoping poles, a 1,500-pound transportable cabinet, and is specifically designed for BEAR Program mission requirements. The government will conduct pricing analysis using methods like competitive pricing comparisons and sales history review to ensure fair and reasonable pricing. The contract is valued at an undisclosed amount and will be posted on SAM.gov for transparency.

Limited Source Justification: AFLCMC, BEAR REMOTE AREA LIGHTING SYSTEM BPA

PD Power Systems, Inc. is the sole owner of the data rights and technical drawings to the Remote Area Lighting Systems (RALS), Part Number PDSYS-RALS-09-LED. These proprietary rights are not held by the manufacturer, Metalcraft Services of Tampa, which produces the RALS under contract with PD Power Systems. Metalcraft is not authorized to manufacture or supply this system for any other entity.

There are no dealers/resellers on the GSA Multiple Award Schedules program authorized to sell/procure this specific part number on behalf of PD Power Systems Inc. Furthermore, no other vendors/contractors on the open market can provide this specific item since PD Power Systems has not authorized nor do vendors/contractors have proprietary rights to provide this specific item.

The current RALS package was developed for AFLCMC, BEAR Program. The BEAR Program is the major marketplace buyer and is currently the only buyer. This RALS was developed with cable lengths designed to meet mission requirements of a "tent city" block one of several tent city blocks in a 550-person billet design for a BEAR Base. Due to these specific cable lengths, pole heights, and size of lighting greatly reduces RALS use for other foreign & commercial applications.

Currently the AFLCMC, BEAR Program has approximately RALS P/N PDSYS-RALS-09-LED in inventory. The RALS is a piece of electrical support equipment that provides general area illumination primarily at USAF BEAR bases, remote communication bases and similar facilities worldwide.

The Remote Area Lighting Systems (RALS) manufactured by Metalcraft Services of Tampa has provided this major component to the BEAR programs in the past and currently all BEAR lighting systems are configured the same in current BEAR Unit Type Codes (UTC). Since PD Power Systems, Inc. owns the data rights and drawings to the Remote Area Lighting Systems (RALS), Part Number PDSYS-RALS-09- LED, Metalcraft Services of Tampa will not manufacture this product for anyone other than PD Power Systems.

The RALS is crucial to ensure replacement components interact in form, fit and function with existing components. As stated earlier, the AFLCMC, BEAR Program currently owns

Remote Area Lighting Systems (RALS). Any change to the RALS configuration will drive immediate, time-consuming and costly changes to the BEAR programs Unit Type Code (UTC). This additional cost is based on the amount of effort required to qualify/test a new RALS to ensure it meets applicable military standards (MIL-STD-810 for example). Based on similar BEAR electrical items, Military Standard 810 testing will take at least 6 months and cost at/about . Additionally, at/about

USAF, Electrical Flight (Electrical Power Production and Electrical Systems) personnel are currently trained to operate/erect and maintain the RALS in their specific configuration. Providing 40-hours of hands-on training on new RALS would require and funding for additional RALS to upfit current Electrical Flight training locations.

Reverse engineering and/or efforts to acquire data from PD Power Systems for the purpose of qualifying a new product/source does not make economic sense as the Military Performance Specification (MIL-PRF) previously developed for the RALS is being revised to incorporate requirements for a more energy efficient system. The Remote Area Lighting Systems (RALS) is fielded as unit mobility equipment in the BEAR Program; it is part of war readiness materiel (WRM) and comprised by Unit Type Codes (UTC) and is an integral part of the Expeditionary Combat Support capability.

In accordance with the DoD Spare Parts Breakout Program, screening was accomplished and resulted in the assignment of an Acquisition Method Code (AMC) of 3Z. This means that the item should be acquired directly from the actual manufacturer because the Government does not own the data rights needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights. Also, it is uneconomical to reverse engineer the major component parts.

Limited Source Justification: AFLCMC, BEAR REMOTE AREA LIGHTING SYSTEM BPA

Delays associated with solicitation, award and pre-production testing of the RALS would jeopardize Basic Expeditionary Airfield Resources (BEAR) ability to field a remote area lighting set fully integrated/compatible with the existing contingency basing electrical distribution system.

Therefore, the circumstances and rationale for limiting consideration to PD Power Systems for award have been met IAW with FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies required at the level of quality required because the supplies are unique or highly specialized.

In compliance with FAR 8.405-6(a)(2)(i), this Limited Source Justification (LSJ) will be posted on SAM.gov within 14 days of the award and remain available for at least 30 days.

V. A DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER

THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(D)

The best value determination will be conducted and documented prior to award. By placing an order against a Schedule contract using the procedures in FAR 8.405, the ordering activity has concluded the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Governments needs. Any quote submitted by PD Power Systems will be reviewed to ensure pricing terms are IAW their MAS contract.

The CO will seek price reductions IAW FAR 8.405-4.

IAW FAR 8.404(d) Pricing, GSA has already determined the prices of the supplies and fixed-price service under Schedule contracts to be fair and reasonable. The Contracting Officer is responsible for making a determination of fair and reasonable pricing for BPAs using the proposal analysis techniques outlined in FAR 15.404-1. Because this requirement is being limited to a single source, the Government will be utilizing at least two methods by which to determine pricing submitted by PD Power Systems to be fair and reasonable. These techniques include, but are not limited to, the following:

Requesting recent commercial and Government sales history Direct competitive pricing comparisons Making indirect pricing comparisons to:

o the same or similar items in the marketplace, o competitive published price lists, and o Independent Government Estimates.

VI. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE

HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET

RESEARCH WAS NOT CONDUCTED

Market research was conducted IAW FAR Part 10 to determine the availability of products capable of meeting the Governments requirements. Market research revealed the required items were not available through AbilityOne, UNICOR, Green Procurement Compilation or Interagency Contract Directory Portal.

Market research did reveal the required item was available on GSA Advantage website under the MAS Program.

PD Power Systems is the only brand capable of meeting the Governments needs. In the interest of promoting competition, a Request for Information (RFI) 1754639 was posted to GSA eBuy on 04/07/2025 and closed on 04/18/2025. The RFI provided the part number that must be provided without substitution and requested potential offerors to submit their capability to provide the specific parts. Only one vendor submitted a response, that was PD Power Systems. To date, no other vendor has expressed interest in the RALS requirement other than PD Power Systems.
