About this file

This is a Sole Source Justification document for a Department of the Navy procurement (J&A Number: 26-0287) under the authority of Federal Acquisition Regulation 8.4 and Federal Supply Schedule Ordering Procedures.

The procurement involves augmenting an existing Hyper-Converged Infrastructure (HCI) turnaround solution on the RDT&E network by adding compute capacity and Virtual Desktop Infrastructure (VDI). The requirement consists of four GPU-accelerated HPE ProLiant Gen11 servers equipped with NVIDIA RTX PRO 6000 GPUs, AMD EPYC CPUs, and NVMe storage. The solution also bundles virtualization and brokering software (Nutanix AOS/AHV and Omnissa Horizon 8 Enterprise), professional on-site deployment services, and three years of manufacturer technical support. The total estimated value is $725,187.00. The requirement will be issued exclusively to NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government Wide Acquisition Contract (GWAC) holders.

The justification for sole source procurement is based on GSAR 538.7104-3(b)(1)(ii), which permits sole source awards when only one source can provide and integrate the required products and services at the necessary quality level due to their unique or highly specialized nature. The Government asserts that the specific OEM-certified integration of HPE hardware with Nutanix and Omnissa software is the only viable solution capable of meeting the specialized RDT&E engineering mission requirements. Alternative, non-certified hardware platforms would result in substantial cost duplication, unacceptable mission delays, critical system failures, and voided vendor support agreements. The Government acknowledges this approach reduces competition for future expansions and commits to conducting market research prior to future refresh or replacement actions to assess whether alternatives can meet mission requirements without unacceptable transition risk.

Text version

GSAR 538.7104-3(b)(1)(ii) - Only one source is capable of providing and integrating the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

The RDT&E network requires a highly specialized, tightly integrated Virtual Desktop Infrastructure (VDI) and Hyper-Converged Infrastructure (HCI) solution

To meet these minimum mission requirements, the Government must procure specific proprietary software (Nutanix AOS/AHV and Omnissa Horizon 8) that is factory-integrated onto OEM-certified hardware (the HPE ProLiant DX-series equipped with NVIDIA RTX PRO 6000 GPUs and AMD EPYC CPUs).

Attempting to procure and integrate a non-certified, alternative hardware platform to run this proprietary software stack is not viable. Doing so would result in a substantial duplication of cost and unacceptable mission delays

This statutory authority applies because the requested HPE/Nutanix/NVIDIA system is a highly specialized solution that cannot be substituted by generic alternatives without severely compromising the "level of quality required."

Procuring an uncertified or disjointed alternative would fail to meet the required level of quality, risking critical system failures, and voided technical support agreements between the hardware and software vendors. Because this specific OEM-certified integration is uniquely capable of supporting the specialized RDT&E engineering mission securely and efficiently, it qualifies for this exception under the "unique or highly specialized" criteria.

The Government recognizes that reliance on an existing proprietary environment can reduce competition for follow-on expansions. Prior to future refresh or replacement actions, the

Government will conduct market research to assess whether alternatives can meet mission requirements without unacceptable transition risk. To the extent practicable, future acquisition planning will consider approaches that reduce dependency on a single original equipment manufacturer while preserving mission continuity and operational reliability
