3. Description of Supplies/Services: Perform Dicronite application process, and mandatory Teflon liner replacement required for AH-64 tail rotor swash plate assemblies. The purpose of the acquisition is to provide the required Original Equipment Manufacturer (OEM) replacement of the liners.

4. Authority Cited:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
Depot Maintenance Work Requirement 1-1615-315 states that replacement of the Teflon liners is mandatory at overhaul of the swashplate assembly. The non-rotating control swashplate requires the two Teflon liners be replaced at overhaul. Liners must be replaced by an OEM of self lubricating liner systems. The liner system qualified for use in this assembly is KAHR-LON X-1200S manufactured by OEM cage code 97613 (Sargent Aerospace & Defense, LLC). CCAD does not have the ability or technical data to execute as Sargent Aerospace & Defense is the OEM. If not approved, the overhaul of AH64 swashplates cannot commence as this is a mandatory replacement item. This may lead to CCAD not acquiring the current and future available workload as an aviation maintenance depot, and therefore, this would be detrimental to CCAD’s mission.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
7. Market Research: Market Research was performed by Carlos Caba, Contracting Officer Representative, Purchasing Support Strategy Branch / Material Support Strategy Division from May through October 2023 and Londres Medranda, Contract Specialist, ACC-RSA CCAM-DSC, from 24 October – 16 November 2023.
Carlos Caba has been developing contract requirements packages and managing contracts of this nature since 2018 for CCAD. Mr. Caba has developed and managed the last two contracts for this same requirement: W912NW22P0079 awarded 25 August 2022 and W912NW23P0023 awarded 29 December 2022.

In May 2022, Mr. Caba contacted AH-64 Maintenance Engineer Richard Medrano with Combat Capabilities Development Command to inquire about alternate approved sources of supply for the liner repair. Mr. Medrano indicated Sargent was still the only approved source. The following individuals were also contacted Danh Nguyen, Quality Assurance Specialist, CCAD, in October 2023 and Eric McDade, Product Manager, Sargent Aerospace & Defense, in July 2023.
Market research reports (MRR) W45N7V227600IY signed 26 October 2022 and MRR W45N7V202800UW signed 12 May 2022 for the same service requirements were reviewed. Both of these MRRs found Sargent Aerospace & Defense LLC as the only potential source and contracts were eventually awarded to this contractor for both requirements. Depot Maintenance Work Requirement (DMWR) 1-1615-315 was reviewed to verify the approved source of the replacement of the Teflon liners.
The Contract Specialist posted a Sources Sought notice on SAM.gov from 7 November -16 November 2023. A draft Performance Work Statement was posted with the notice.
No prospective contractor responded to the Sources Sought notice.
8. Other Facts: Past contracts for swashplate liner replacement have been sole sourced to Sargent Aerospace & Defense LLC (CAGE 97613): W912NW23P0023 and
W912NW22P0079.
