About this file

This document is a Memorandum for Record - Limiting Competition for a federal contract opportunity for the Martin Army Community Hospital (MACH) at Fort Benning, GA. The contract involves leasing an analyzer and purchasing reagents for testing Neisseria Gonorrhoeae and Chlamydia Trachomatis on a Cost Per Test (CPT) basis. Hologic Sales and Service, LLC is the proposed sole-source contractor, with a total contract value of $211,250.00 covering fiscal years 2026 and 2027 ($105,625.00 per year). The contract will consist of four Contract Line Items (CLINs) for twelve months each: one for the analyzer and three for different reagents.

Market research revealed no alternative vendors, with previous solicitations also receiving only one quote. The contract is being awarded under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with justification based on the specialized nature of the testing and the critical medical importance of rapid pathogen identification. The testing system allows for in-house testing of sexually transmitted infections that can cause serious complications if left untreated. The contract will be funded through Defense Health Program (DHP) funds, and Hologic is classified as an "Other Than Small" business that is the manufacturer of the analyzer currently used by the United States Government.

4. Authority:

☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

The testing system uses transcription-mediated DNA/ RNA amplification Neisseria gonorrhoeae, transcription-mediated DNA/RNA amplification Chlamydia trachomatis, and transcription-mediated DNA/RNA amplification Trichomonas vaginalis analysis. It allows the lab to test in-house and provide a quick result time as Neisseria gonorrhoeae and Chlamydia trachomatis, both cause sterility, blindness, and other major disease complications if treatment is prolonged.

If not approved, the laboratory will be unable to provide healthcare providers with timely microbial pathogen identification results.

A sources sought was posted from 2 July 2025 to 9 July 2025. There were no companies on the Interested Vendor List (IVL). Only one response was received via email from the incumbent vendor, Hologic.

mailto:jennifer.williams@hologic.com

The current contract, W91YTZ-20-C-0018, was solicited as full and open competition with only one quote received. The sources sought received only one response and it was from the incumbent.

The previous contract was solicited as full and open competition and only received one quote, the sources sought only received one response from the incumbent, the requested type of tests for Neisseria, Gonorrhoeae, and Chlamydia Trachomatis not being a common test, and no other Government agencies were found for just this type testing.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☐ do not apply due to an exception at 5.202 ______________________.

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)

☒ Action is NOT a brand name restriction and is under $250K, no posting required.

7. Market Research: Market research revealed the recommended analyzer is not available on the Government Services Administration (GSA) under the Federal Supply Schedule (FSS).

Email from the company confirmed Hologic has no GSA schedule. A search on GSA for Hologic also confirmed this.

A sources sought was posted from 2 July 2025 to 9 July 2025. There were no companies on the Interested Vendor List (IVL). There was one response via email from the incumbent vendor, Hologic. A search on the new SBA webite at https://search.certifications.sba.gov/ with the NAICS code 325413 and the keyword “DNA” showed two small businesses (SB) with no valid SBA Certifications. One Capabilities Narrative outlined medicinal supplements and the other outline small arms ammunition.

A search for “DNA” in the Paperless Contract Files (PCF) system showed One contract for HPV testing which is different from this and for the previous DNA testing which was solicited. The previously solicited award had only received one quote. The market research results reveal there is not two or more small businesses that can fill this requirement.

This is not a new requirement. The current contract, W91YTZ-20-C-0018, was solicited with only one quote. The sources sought received only one response and it was from the incumbent.

Market research showed it is not available on GSA and not available on SBA. After conducting the market research, the contracting officer determined the recommended source will be used in accordance with FAR § 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
