About this file

This Memorandum for Record documents a sole-source contract for maintenance of a Medrad Computed Tomography (CT) Injection System at Fort Hood. The contract with Bayer Healthcare, LLC covers a base period from October 2025 to September 2026 and includes three 12-month option periods through September 2029, with a potential six-month extension. The total contract value is $17,037.27, with each base and option year valued at $3,786.06 and the potential extension at $1,893.03.

Market research confirmed Bayer Healthcare is the sole authorized service provider for this specific CT Injection System (Stellant D), with no alternative vendors identified. The government currently owns the system, and Bayer is the only manufacturer-authorized entity capable of performing maintenance. The procurement is a follow-on requirement to a previous service contract (W81K00-22-P-0242), and the contracting officer determined this sole-source approach represents the best value for the government under Federal Acquisition Regulation (FAR) guidelines.

4. Authority:

☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

Bayer Healthcare is the sole source provider for maintenance/services for the Medrad CT Injection System (Stellant D) and provided their sole source letter. RACH currently owns the Medrad CT Injection System (Stellant D) System. This request is for the maintenance to this Government-owned system. Bayer Healthcare, LLC. has not designated any other company as an authorized service provider due to the proprietary nature of the equipment. RAHC does not have the organic capability to perform the maintenance services and only Bayer Healthcare’s certified field engineers are authorized by the manufacturer to perform these services. Bayer Healthcare would offer the best value to the Government in providing the maintenance services required. Documentation is loaded in the Paperless Contract File (PCF). A sources sought was not posted as there are no third-party providers available.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☐ do not apply due to an exception at 5.202 .

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)

☒ Action is NOT a brand name restriction and is under $250K, no posting required.

☐ Action is a brand name restriction, under $25K, no posting required.

☐ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

7. Market Research: Market research revealed the recommended service maintenance is not available on the Government Services Administration (GSA) under the Federal Supply Schedule (FSS). A search for “CT injectors” showed nothing in GSA. A search on the new SBA website at https://search.certifications.sba.gov/ with the NAICS code 811210 and the keyword “injector maintenance” showed fifteen (15) small businesses (SB). A search with only NAICS 811210 returned the same fifteen (15) small businesses. Seven (7) of these had no valid SBA Certifications. The capabilities narratives were reviewed outlining mostly IT repair, electrical and construction. None of the reviews outlined CT or tomography device repair. The market research results reveal there is not two or more small businesses that can fill this requirement.

This is not a new requirement. Market research showed it is not available on GSA and not available on SBA. After conducting the market research, the contracting officer determined the recommended source will be used in accordance with FAR § 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

8. Other Facts:
