3. Description of Services or Supplies: One (1) Brand Name Spectrum Nova 840i Laser Wire Marking Machine dereeler, coil pan, splice detector, Windows OS and control software to include subcomponents, system installation, testing, operator training and maintainer training, Operator, Maintenance and Calibration manuals; hard and electronic copies.

Delivery Date: 14 Weeks After Receipt of Order (ARO)

Total Value: $

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: Justification of the brand name sole source for replacing the existing laser wire marker machine has exceeded its life cycle of ten (10) years by approximately four (4) years and has become maintenance intensive to keep in operation. A trouble ticket for repairs and maintenance is generated every three (3) weeks. It has issues creating clear and legible markings in accordance with TM 1-1500-323-24-1, SAE International AS5649, ASD EN4650, and AS50881 standards, Sikorsky standard SS7333, and Boeing standards BAC5152 and D6-36911 on multiple gage and insulation medium wires. The in-house maintenance crew, TEAMs, has trained personnel familiar with Spectrum equipment. However, the Original Equipment Manufacturer (OEM) has determined the model is obsolete and has phased out production of replacement parts. Moving forward with a brand name Spectrum modeled machine allows for the smooth transferring of existing programmed harnesses across H-60, AH-64, and CH-47 programs. A total of over one-thousand (1000+) harness programs that include: thirty-nine (39) Apache harnesses, twenty-nine (25) CH-47 harnesses, twenty-five (25) HH-60G harnesses, four- hundred and forty-eight (448) H60-A harnesses, five-hundred and seventy (570) H60-A to -L conversion harnesses, and more than ninety-two(92+) H60-V harnesses are transferable to the new model.

The programing for these programs is proprietary to Spectrum Technologies. Continuing with Spectrum Technologies ensures a smooth transition of programs with minimal interruption to production within the DEPOT. Purchasing from a different manufacturer would add additional costs to the DEPOT. These costs would be in money and manpower to convert the above programs to the new manufacture machine. This would also become an unsurmountable loss of information.

The field maintenance manual TM 1-1500-323-24-1 specifies the use of a bench top brand name Spectrum CAPRIS 50-100PCS or equivalent “for direct wire marking when available at “O” (operator) and “I” (intermediate) level maintenance” activities. However, at a depot level where harnesses can consist of forty-five (45) or more wires and total more than two-thousand five-hundred (2500) feet of wire this system is inadequate to keep up with the ten(10) harnesses and miscellaneous small wire repairs ordered daily.

The new brand name Spectrum Nova 840i includes an air cleaning system to allow air to be vented back into the space without modifying the existing building envelope to vent exhaust air outside.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to an exception at 5.202(a) (13).
