About this file

This document is a Justification and Approval (J&A) memorandum for a sole-source contract at the Corpus Christi Army Depot (CCAD). The Army is seeking to award a contract to SAI Global, Inc. for third-party Aerospace Standard 9110 (AS9110) surveillance and recertification audits, critical for maintaining the depot's certification. The contract consists of one base period from September 2025 to August 2026, with four potential one-year option periods extending through August 2029. The sole-source justification is based on SAI Global's prior work as the registrar, with a new auditor requiring an extensive initial audit that could jeopardize CCAD's commercial contracts and future aerospace opportunities, particularly for the UH-60V program.

The previous contracts with SAI Global demonstrate a consistent relationship, with recent contract values ranging from $27,378.60 to $142,997.00. The procurement will be funded through the Army Working Capital Fund for fiscal year 2025, using a fixed-price contract mechanism. Market research was conducted from April to May 2025 by multiple CCAD personnel, confirming SAI Global's unique position as the incumbent registrar. The contract's critical nature stems from the potential loss of AS9110 certification, which would immediately terminate current commercial contracts and disqualify CCAD from future aerospace business opportunities.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: SAI Global Inc. performed CCADs previous registrar's certificate. A different registrar cannot recertify a previous registrar's certificate. If a new registrar were to be awarded the contract the process would require an extensive Stage one (1) audit before being allowed to be audited for certification. This would be timely and CCAD would lose consideration for future aerospace opportunities which would result in a loss in business revenue. Loss of the AS9110 certification would immediately cause CCAD the loss of its commercial contracts and pending future workload that is AS9110 dependent such as the UH-60V program. It would also cause CCAD to be removed from future business opportunities that require AS9110 certification.

Loss of the AS9110 certification would immediately cost CCAD the loss of its current commercial contracts and pending future workload that is AS9110 dependent (the UH-60V program) and remove CCAD from consideration for future aerospace opportunities. In addition, to the easily quantifiable loss in business revenue is the less easily quantifiable opportunity loss for future business that CCAD will be ineligible to compete for.
