General Services Administration

Assisted Acquisition Services (AAS)

LIMITED SOURCES JUSTIFICATION

FAR 16.505(b)(2)(i)(c)-SOLE-SOURCE BASIS, LOGICAL FOLLOW-ON

SOLICITATION 47QFEA20F0020

INTERAGENCY AGREEMENT NUMBER 02AAS14004

The General Services Administration (GSA) makes this Limited Sources Justification

(LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(c) i.) Identification of Agency and Contracting Activity:

Agency:

General Services Administration (GSA)

Assisted Acquisition Services (AAS)

Acting in support of: U.S. Southern Command J6 /J8 Joint Operations Center

Contracting Activity:

GSA AAS Contracting Office

One World Trade Center, 55th Floor

New York, NY 10007-0089 ii.) Nature and/or Description of Action Being Approved:

The nature of this action is to award a within scope of work level of effort (LOE) increase for Task Order 47QFEA20F0020’s current Period of Performance Option Period 2 and

Option Period 3 through Option Period 4, if exercised. The new work is described below and shall be completed as a logical follow-on to the original task order. The award amount increase will be enacted under Modification No. 004 to Task Order No. 47QFEA20F0020 under the GSA OASIS 8 (a) POOL 1Contract No. 47QRAD20D8161. The Contractor is

Lukos, LLC.

The requirement is of crucial nature and no other vendors would be able to provide the same level of support that the incumbent Lukos, LLC. can provide. Another contractor would not have the technical knowledge and experience working with the SOUTHCOM task to be able to satisfactorily provide the support services for all efforts without an increase in cost and time.

Lukos,LLC. already has placement and access to the SOUTHCOM facility (a process which takes approximately 2-weeks to accomplish), as well as computer accounts, security requirements, and knowledge of SOUTHCOM processes and systems already in place. If another vendor was selected to provide this capability, SOUTCOM would have to wait for the vendor to be in-processed (approximately 2 weeks) as well as have the vendor learn the system. This is not practical given the dynamic and immediate nature of the need for services that Lukos,LLC. provides currently. Furthermore, with the potential of having two vendors performing the exact mission requirement at the same time does not make good business sense in execution.

Therefore, in summary, any interruption of the services currently provided by Lukos,LLC.

would negatively impact the SOUTCOM's mission. SOUTCOM leadership will have a degraded ability to see current operations ISO humanitarian assistance efforts during response to natural disasters (particular for the JOC operators). Having another vendor perform the work would be detrimental to the overall execution of the effort. The

Government would have two separate teams working the same effort, which is not efficient from a cost and performance perspective.

v.) Determination by the Ordering Activity Contracting Officer that the Order

Represents the Best Value Consistent with FAR 8.404(d):

Market research was conducted. The proposed labor rates have been reviewed against the vendors’ respective GSA OASIS SB Pool 1 8(a) Contract and with other OASIS contractors’ rates, and thus, deemed to be fair and reasonable.

Furthermore, all rates are determined to be fair and reasonable by the virtue of being on a pre-negotiated GSA OASIS SB Pool 1 8(a) Contract.

The COR (David Scarborough) has determined that the labor mix and amount of additional level-of-effort is considered to be fair and reasonable.

vi.) Description of the Market Research Conducted Among Schedule Holders and the

Results of the Research:

Market research was conducted to assist in the fair and reasonable determination. GSA compared the offered labor rates to those provided on the contractor’s GSA OASIS SB

Pool 1 8(a) Contract. The offered rates are less than to those provided on the contractor’s

GSA OASIS SB Pool 1 8(a) Contract.

vii.) Any Other Facts Supporting the Justification):

None.

viii.) Statement of the Actions the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the

Supplies or Services is Made:

None.

ix.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine based on the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.

AAS Acquisition x.) Evidence that any Supporting Data that is the Responsibility of Technical or

Requirements Personnel and Which Form a Basis for the Justification Have Been

Certified as Complete and Accurate by the Technical and Requirements Personnel (If

Any):

Applies:

I hereby certify that this justification is accurate and complete to the best of my knowledge, and I determine based on the findings above that the limited sources basis as a logical follow-on, under Lukos, LLC.’s Task Order No. 47QFEA20F0020, GSA OASIS SB Pool 1

8(a) Contract No. 47QRAD20D8161, is in accordance with the requirements and is in the best interest of the Government.
