MEMORANDUM FOR RECORD
SUBJECT: Limited Source Justification, PO #SP3300-20-P-5001
REFERENCE: FAR 13.501(a)(2)(i)
1. Identification of the Agency and Contracting Activity
DLA Distribution, J7 430 Mifflin Ave, Suite 3102 New Cumberland PA 17070
2. Describe the contract action, to include the dollar value and the type of limited justification.
This is a one month purchase order for services at DLA Distribution Corpus Christi, TX while the follow-on contract SP3300-20-C-5001 is awarded and transition completed. This action will be awarded to 8(a) firm, Bowhead Marine Support Services, LLC (Bowhead). The estimated dollar value of this requirement is
3. Description of the Supplies/Services
Labor support services at the Work in Process Control Area (WIPCA) of Corpus Christi Army Depot (CCAD) maintenance activity. The work includes support of the Material Receipt Activity (MRA) and Maintenance Depot Work in Process (WIP) for repair parts, local fabrications, local procurement, and Depot Maintenance Owned Material. This includes performing receipt, stow, issue, and local delivery activities of material.
4. Justification Rationale for Use of Sole Source
Restriction of sources for this acquisition is justified in accordance with FAR 13.501(a)(2)(i). A recompete contract has been delayed and a one month, sole-source contract is required to prevent a lapse in service for our customer, CCAD. Bowhead’s sister company, Bowhead Support Group has all of the staff currently performing the work under SP3300-14-C-5005 and they understand the requirements to ensure effective transition for the follow-on award. Bowhead is the only 8(a) firm able to complete this requirement with the current time constraints.
5. Market Research and Interested Sources
The current contract was solicited via SP3300-14-R-5002 as an 8(a) procurement and yielded nine offers.
Bowhead was awarded resultant contract SP3300-14-C-5004 and has successfully performed for the last 5 years and 6 months.
The follow-on contract was solicited via SP3300-19-R-5004 as an 8(a) procurement and eight offers responded.
The award is currently pending issuance.
6. Determination
As a result of the above, and in accordance with FAR 13.106-1(b)(1)(i), the Contracting Officer has determined that it is in the Government’s best interest to conduct this acquisition by limiting sources to the only reasonable source available. Bowhead is the only source that can provide a short-term solution to continue services to the government since it is an 8(a) requirement and a sister entity maintains the incumbent staff and management.

7. Other Supporting Facts
Bowhead would provide the services required to continue full performance while the follow-on contract is awarded. Synopsis was waived based on the exception found at FAR 5.202(a)(4).
8. Fair and Reasonable
The price is determined Fair and Reasonable with comparison to the Independent Government Cost Estimate and the regulatory labor rate and fringe benefits as required by the Service Contract Act.
