Two other identified venues—The Whitewater Center and Carowinds—lack adequate on-site lodging and conference space. No efforts to obtain or increase competition were undertaken. The Contracting Officer (Sam Caulfield) approved the justification on May 11, 2026, certifying that the anticipated cost is fair and reasonable.
