About this file
This document is a Memorandum for Record for limiting competition to a single source for the purchase of APU Waterbrake Seals at the Corpus Christi Army Depot under the Simplified Acquisition Threshold.
The procurement is for 10 each of two part numbers of carbon seals (3CRQ3-GTTE00031-02 and 3CRQ3-GTTE00030-01) required for testing T55 engines. The estimated total value is undisclosed. The sole source justification is based on the parts being proprietary to the original equipment manufacturer, ROC - Carbon Company, who holds the necessary drawings and maintenance procedures. Market research efforts are detailed, including discussions with various depot personnel and a sources sought posting that received no responses. The previous contract for these parts was awarded to Systems Support Equipment Engineering LLC in 2018. The Contracting Officer has determined the anticipated cost to be fair and reasonable and has approved the sole source justification.
