| Text1: Naval Ocean Processing Facility (NOPF) utilizes a flywheel system to store kinetic energy in case of power loss. The flywheel system is an essential piece of equipment that requires preventive maintenance to ensure it performs at an optimal level. This service is required to ensure continued and uninterrupted operation of the flywheel system. The annual Preventive Maintenance must be performed by a factory certified customer support engineer. Active Power, Inc has the only qualified personnel with the requisite knowledge of operation, service and interoperability of the flywheel. This requirement is for one base year and two option years. The estimated base year period is 02/1/2022 - 02/1/2023. The estimated cost for the base year preventative maintenance is $9,507.00 and $28,521.00 for the base year and options, to include FAR clause 52.217-8 (option to extend services for an additional 6 months). |

Text2: The current flywheel system in use at NOPF was manufactured and installed by Active Power Inc. The Active Power, Inc. flywheel system supports and interruptible power supply (UPS) and provides the highest efficiency continuous power solution. The UPS technology stores sufficient energy to provide power during disturbances such as dips or surges in voltage and/or current. A UPS differs from an emergency power system or standby generator, as it provides near-instantaneous protection from input power interruptions by supplying energy stored in the flywheel. Please note that Active Power, Inc., is a Division of Piller Power Systems, Inc
This procurement is for maintenance of an existing system. Proper maintenance and testing is required to ensure the flywheel system is in top condition when needed. The maintenance required consists of testing and analyzing equipment, repair labor and parts, bearing changes and DC capacitor changes.

Awarding the purchase to a company other than Active Power would result in a new system being installed which would cost approximately $ 40,000, not including the added cost maintenance, as well as creating a redundant system. |
