About this file
This is a Justification and Approval for Restricting Competition (FAR Part 6.103-1) document for a sole-source procurement of Newborn Screening Services.
Womack Army Medical Center (WAMC) in Fort Bragg, North Carolina seeks to procure newborn screening testing services for the Department of Pediatrics through a Firm-Fixed Price contract valued at $1.66 million. The requirement covers a base period from April 1, 2026 through March 31, 2031, with four 12-month option periods and a potential six-month extension under FAR 52.217-8, totaling approximately 2,280 screening tests annually at $132 per test. The North Carolina Department of Health and Human Services (NCDHHS) is identified as the sole authorized provider under North Carolina General Statute G.S. 130A-125 and 10A NCAC 42B.0102, which mandate that all newborn screening specimens be submitted exclusively to NCDHHS. A sources sought synopsis posted to SAM.gov on January 29, 2026 generated no responses. Market research including internet searches, Small Business Administration Dynamic Small Business Search using NAICS code 621511, and GSA eLibrary searches confirmed no alternative qualified sources. The contracting officer determined that full and open competition is not possible due to state statutory requirements. Legal counsel reviewed and approved the justification as adequate to support other than full and open competition. The Contracting Officer (Anush Collins) certified that pricing based on state-mandated rates applicable to all customers will be fair and reasonable, compared against the Independent Government Estimate and historical pricing from the prior contract (W91YTZ22P0024 valued at $902,880 from April 2022 through March 2026). The Alternate Advocate for Competition approved the procurement on March 12-13, 2026.
