About this file

This document contains a justification and authorization for a sole-source contract and a related special notice for a federal contract opportunity. The Strategic Systems Programs intends to award a sole-source, firm-fixed price contract to the incumbent contractor Mathematical Analysis Research Corporation to provide technical support services for missile systems such as reliability assessment, data evaluation, testing support, and numerical techniques development. The contractor's over 40 years of experience with the systems positions it as the only source able to immediately address issues without extensive training. The special notice states the one-year base contract period and four option years for fiscal years 2021 through 2025 will be performed in Claremont, California. Responses to the notice within 15 days will be considered but a non-competitive award to the incumbent is intended.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Sources Sought Notice (SSN) was published on the Federal Business Opportunities (FEDBIZOPS) on October 10, 2019. One response was received from ABS Group. Based on the capabilities, it was determined it did not demonstrate it had the Missile System knowledge and expertise that will be needed to conduct missile performance evaluations and missile reliability reports to the extent required under this contract. This knowledge and expertise will also be needed to meet other aspects under this contract, such as the required reliability reports of the system. Without significant amount of knowledge and expertise in missile systems, it would prove difficult to conduct the age-management evaluations of the different components, that are needed for the program. In addition to the SSN the Government reviewed FPDS-NG for contracts with similar requirements.

The Government also reviewed the Small Business Dynamic Small Business Search under NAICS code 541690 for small businesses with capabilities and expertise that would meet the could meet the Government incumbent contractor, MARC. A synopsis of the will be posted on

FEDBIZOPS in accordance with the Federal Acquisition Regulation.
