About this file

This is a Justification for Sole Source procurement document supporting a federal contract award for training and certification services. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center in Norfolk is procuring Configuration Management (CM) training and certification for approximately 20 personnel across multiple departments including N2 Engineering & Product Support, N4 Allowancing, N7 Contracting, N96 Carrier Operations, N97 Subsurface Operations, and N98 Aviation Operations. The training consists of four sequential courses—CM Foundations, CM Identification, Configuration Change Management, and CM Implementation—aligned with the DoD-adopted industry standard SAE EIA-649C. The contract was awarded to CMPIC, LLC (Cage Code: 51NS2) on June 17, 2026, for $68,000.00 under contract number N0018926PW102.

The justification establishes that CMPIC is the sole viable source because it is the only provider offering comprehensive CM training fully aligned with SAE EIA-649C standards and widely used across all Department of Navy commands. The document systematically addresses competing alternatives, including the National Defense Industrial Association (requiring five to ten years of experience), the Institute for Process Excellence, and the Configuration Management Training Foundation, all of which are deemed inadequate due to misalignment with DoD standards, limited DoD adoption, or focus on experienced professionals rather than the target workforce. The training is scheduled across four sessions in August, September, October, and November 2026. The justification emphasizes that CMPIC training directly supports NAVSUP WSS's mission-critical need to enhance workforce capabilities in managing military aircraft parts and components.

JUSTIFICATION FOR SOLE SOURCE

(Simplified Procedures - MPT to < SAT)

Purchase Request/Document number: N0039120260014

The supplies or services described herein are being solicited on a Sole Source basis and competition is precluded in accordance with FAR 12.102(a) for reasons indicated below. There are no substitutes available for the supplies or services.

Restricted to the following source.

☒ Service:

Contractor:
CMPIC, LLC
Cage Code:
51NS2

☐ Supply:

Original Manufacturer Name:

☐ Check here if obtaining product through authorized resellers of the manufacturer.

Description of the supplies or services required, the estimated price/cost, and required delivery date or period of performance.

We are looking to provide approximately 20 personnel, spread across N2 Engineering & Product Support, N4 Allowancing, N7 Contracting, N96 Carrier Operations, N97 Subsurface Operations, and N98 Aviation Operations, with a certification in “Configuration Management (CM) Principles and Implementation”. This certification consists of four individual courses:

- CM Foundations

- CM Identification

- Configuration Change Management

- CM Implementation

With these four courses, personnel will receive a solid foundation in configuration management principles aligned with the DoD-adopted industry standard SAE EIA-649C, which is used as the basis for all CM policies set by the SYSCOMs that NAVSUP WSS supports. The Independent Government Estimate is $.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

CMPIC (cmpic.com) is the only provider of comprehensive training that meets the needs of NAVSUP WSS. Their training ranges from the basic to advanced and covers various certifications depending on how you deal with CM in your enterprise. The Air Force, Army, and the Navy all use CMPIC for their CM training, as it is the only one completely aligned with the DoD-adopted CM standard SAE EIA-649C. This SAE document has become the standard for CM across the world. Also, all the DoN Configuration Management Community of Practice representatives (NAVWAR, NAVAIR, NAVSEA, MARCOR, NAVSUP) are all CMPIC trained and certified.

The National Defense Industrial Association (NDIA) (ndia.org) offers two certifications, both in Configuration/Data Management, but they’re focused on career CM professionals. The CDM Specialist Certification requires a minimum of five years of CM professional experience to even apply for the course, and the CDM Manager requires 10 years of professional experience. This is not widely used across the DoD.

The Institute for Process Excellence (IPX) (ipxhq.com) offers training in a multitude of areas, including a certification in “CM2”, which is their own version of configuration management training that is not completely aligned with SAE EIA-649C, and not used in the DoD. They also offer separate training for SAE EIA-649C. These certifications are not widely used across the DoD.

The Configuration Management Training Foundation (CMTF) (cmtf.com) offers CM training and certifications as well, but they are also directed towards full-time CM professionals. Same as IPX and NDIA, the intended audience for this training is not who we are trying to get trained from NAVSUP. This training is also not completely aligned with the DoD adopted standards, nor is it widely used across the DoD.

DAU has been working to create CM training and a certification, but as of right now that doesn’t exist, and it is still year away from anything actionable. Also, it would not completely meet the requirements that the CMPIC courses would. CMPIC fills the needs required by the Navy, and specifically NAVSUP WSS, including (but not limited to):

•Understanding the basics of configuration management (who/what/where/when/how)
•Overview of the five functions of CM as per the DoD adopted industry standard SAE EIA-649C
•Providing the fundamentals of each of those five functions, raising awareness of how they apply to our daily tasks at NAVSUP WSS

Period of performance:

· Course 1: 10-13 AUG 2026

· Course 2: 31 AUG – 03 SEP 2026

· Course 3: 19-23 OCT 2026

· Course 4: 16-20 NOV 2026

☐ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

☐ A patent, copyright or proprietary data limits competition.

☐ These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action: No other sources were found to have the CM courses desired by NAVSUP WSS and their workforce to enhance WSS’ employee abilities to manage military aircraft parts among other components. If a new vendor were to initiate training, with a lack of experience, it could degrade mission performance and waste taxpayer dollars because the workforce would not gain knowledge on WSS specific procedures and operational knowledge.
