About this file
This is a Justification and Approval (J&A) document for a sole-source federal contract under FAR Part 6 for other than full and open competition.
The U.S. Army Contracting Command–Orlando, on behalf of the Capability Program Executive for Simulation, Training, Test, and Threat (CPE ST3) International Program Office, seeks to procure three VirTra V-300 firearms training simulators and associated support equipment for the Border Guard Forces of Tajikistan under a Foreign Military Sales (FMS) case. The total contract value is $1,483,351.33 on a firm-fixed-price basis. The procurement includes three 300-degree, five-screen immersive V-300 simulators with 4K displays, V-Author software (3 units), nine Threat-Fire return-fire simulator devices, 18 each of tetherless Glock 17 and AK-47 weapons with conversion kits and magazines, 12 maintenance kits, six refill stations, three adapter plates, installation and training services at three international locations, service document translation to Russian, spare parts, and three-year service plans. The Government of Tajikistan specifically requested the VirTra V-300 system by name via Letter of Request dated February 2, 2024, citing its unique patented technologies including Threat-Fire return-fire capability, True-Fire mechanical malfunction training, proprietary Volumetric Video Capture Studio, APEX Training Analytics Platform, and V-VICTA nationally certified curriculum.
The justification asserts that VirTra is the only responsible source capable of meeting requirements based on market research conducted per FAR Part 10, including a Sources Sought Notice posted March 17, 2026, amended March 18, 2026, that yielded ten interested vendors, none of which demonstrated capability to meet the unique technical requirements. A Notice of Intent to sole-source was posted May 20, 2026, and one-on-one meetings were conducted June 17–22, 2026, with responding vendors and VirTra. The contracting authority is Title 10 U.S.C. §3204(a)(1) as implemented in RFO 6.103-1, and the contract is funded through Section 333 Building Partner Capacity funds via FMS, implemented February 4, 2026. The Contracting Officer Jason N. Holden approved the sole-source award on August 12, 2026.

5. Authority Cited
10 U.S.C. 3204(a)(1), as implemented in RFO 6.103-1: Only One Responsible Source and No
Other Supplies or Services Will Satisfy Agency Requirements.
6. Reason for Authority Cited
Market research conducted in accordance with FAR Part 10 confirms that only one responsible source, VirTra, Inc., can satisfy the agency's requirements. The Government of Tajikistan specifically requested the VirTra V-300® system in its Letter of Request (LOR). As the Original
Equipment Manufacturer (OEM), VirTra holds exclusive patents and intellectual property for the V-
300® system's critical integrated features—such as the Threat-Fire™ return-fire simulator—which are not available from any other source or reseller.
The specifics of this determination are detailed below. Therefore, this action is pursued under the authority of FAR 6.302-1(a)(2), because the required supplies are available from only one responsible source and no other type of supplies will satisfy agency requirements, and full and open competition need not be provided for.
a. Background: VirTra’s has trademarked V-300® and is the sole manufacturer and provider of the V-300® immersive training system which possesses highly unique capabilities necessary to meet critical training objectives for high-stress, judgmental use-of-force and tactical de-escalation.
The Country of Tajikistan is already familiar with the V-300 system and therefore will not require additional training to operate the system.
VirTra’s V-300 delivers a fully immersive physical environment paired with proprietary physiological feedback, advanced behavior analytics, and nationally certified training curricula.
Specifically, the V-300 system allows training of mechanical malfunction of real firearms used in simulation training. VirTra utilizes drop-in conversion kits. The CO2 gas required to cycle the slide/bolt is housed entirely within the magazine. The kits drop directly into the trainee’s real weapon with zero permanent modifications. True-Fire technology eliminates false-fire and double-shots during simulation training.
VirTra operates a proprietary Volumetric Video Capture Studio (V-3) that films real human actors in high-definition (no synthetic avatars). Its software seamlessly bridges the video across all 5 screens (300 degrees) allowing actors to walk between screens without distortion or ghosting across the bezels. VirTra uses APEX Training Analytics Platform to natively track reaction times, shot placement, and decision-making matrices for command-level auditing, eliminating subjective instructor bias. VirTra’s Virtual Interactive Coursework Training Academy (V-VICTA) curriculum offers pre-accredited, nationally certified coursework, removing the administrative burden of curriculum development from the Government.
In accordance with RFO 6.103-1, VirTra is the only responsible source capable of meeting the
Country of Tajikistan training requirements. The V-300 system is highly specialized equipment possessing integrated, patented technologies not found in any other commercial simulator.
Because VirTra holds the exclusive patents for these integrated technologies and does not use distributors when selling to the U.S. Government, no other vendor can satisfy this requirement.
b. Alternatives: VirTra is the sole manufacturer of the V-300 training system. To fulfill the unique requirements of the Letter of Acceptance, the Government must procure the V-300 training system. VirTra is the sole provider of this proprietary solution; there are no platforms or alternative contractors available that meet all of the specific features detailed in the Country of Tajikistan’s
LOR.
Impact if not approved: The U.S. Government is required to meet the proposed supplies as stated in paragraph 4. Should this J&A not be approved, CPE ST3 would have no recourse but to inform the US Army Security Assistance Command (USASAC) of the Government’s inability to fulfill the requirements outlined in the LOR and LOA. The inability to fulfill this requirement would
[REDACTED - Operational Vulnerability / Country Impact].
7. Actions to Increase Competition
This acquisition represents a new requirement for the Border Guard Forces of Tajikistan for a specific, proprietary system mandated by an international agreement (LOA); it is not a non-competitive follow-on to a previous award. Therefore, a previous justification is not attached.
While the current requirement mandates the proprietary and patented technologies unique to the
VirTra V-300 (specifically the Threat-Fire and True-Fire), the Government is committed to removing barriers to competition for future simulation training acquisitions through continuous surveillance of the commercial market. Should similar requirements arise in the future, the
Government will conduct new market research to assess the competitive landscape at that time.
8. Market Research
Per FAR Part 10 and DFARS 210.001, market research was conducted to identify any qualified sources relating to this justification. The Market Research conducted was meaningful, complete, and current (within 12 months). The Market Research timeframe, techniques used, sources of information, and the results are addressed below.
a. A Sources Sought Notice (SSN) PANORL-26-P-0000-026421 was posted on SAM.GOV on 17
March 2026. The SSN was amended on 18 March 2026 to incorporate references to additional performance specifications under paragraph 10 of the section titled “submission details” of the
SSN. Ten vendors expressed interest (7 Other than Small Business, 1 Small Business, and 2
Service-Disabled Veteran-Owned Business). However, four of the vendors did not submit any documents or information showing relevant experience or capability. The remaining six vendors’ documents were reviewed for relevant experience and capability; none were found capable of meeting the unique Country of Tajikistan requirements as described in the FMS LOR and LOA.
b. Following the findings of the SSN, a Notice of Intent (NOI) to sole source was posted to
SAM.gov on 20 May 2026. The NOI detailed the intent to solicit and award a Firm Fixed-Price contract on an Other Than Full and Open Competition basis to VirTra Incorporated for V-300
Firearms Trainers, Associated Support Equipment, and Training for the country of Tajikistan. Two vendors responded and submitted their letter of interest. The responding vendors' responses were reviewed for relevant experience and capability; none were found capable of meeting the unique
Country of Tajikistan requirements as described in the FMS LOR and LOA. However, the
Government determined that conducting one-on-one meetings would ensure the Government’s non-capable determination was appropriate.
c. One-on-One meetings were conducted on 17-22 Jun 2026 with the two vendors responding to the NOI and also VirTra. The one-on-one sessions allowed the Government to ask questions and for vendors to discuss their company’s technical capabilities. The Government was able to confirm that only VirTra is capable of meeting the unique Country of Tajikistan requirements.

10. Other Facts
a. Procurement history: The proposed contract action is for a new, singular requirement of a non-recurring nature.
b. Other facts: The V-300 MIL system is a proprietary commercial product developed, manufactured, and sold by VirTra. As such, technical data packages, specifications, or other intellectual property suitable for a competitive procurement are not available to the Government.
The costs and lead-time associated with developing a new, non-commercial system to meet this requirement would be prohibitive and would not satisfy the specific terms of the LOA.
