About this file
This is a Justification and Approval (J&A) document for a sole source contract award (J&A Number 25-0072) issued by the Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake, California.
The document authorizes a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract award to Collins Aerospace (CA), Cedar Rapids, Iowa (CAGE code 13499, formerly Rockwell Collins), a subsidiary of RTX Corporation. The total estimated contract value is $249 million for fiscal years 2026-2031. The contract provides products and services for Global Positioning System (GPS) proprietary instrumentation and equipment support for the Tri-Service GPS Sustainment Management Office (SMO) at China Lake. Deliverables include Test and Training (T&T) range instrumentation systems comprising airborne elements, ground-based elements, interfaces, and auxiliary equipment; data collection and processing systems; host range interface equipment; and testing and troubleshooting hardware. Specifically, the contract covers continued sustainment and development of CA proprietary GPS-related system software and hardware, including the Common Range Integrated Instrumentation System (CRIIS), Tactical Combat Training System (TCTS II), P6, and Air-to-Air Range Infrastructure 2nd Generation (AARI-2) systems, along with prototype and production hardware, software updates for test asset systems, and replacement subsystems parts for the Army, Navy, and Air Force GPS sensor systems infrastructure.
The sole source justification is based on 10 U.S.C. § 3204(a)(1), citing substantial cost duplication if awarded to another source, as CA is the original designer, developer, and manufacturer of these systems. Market research efforts included a Sources Sought announcement posted November 27, 2024, with a 15-day response period, and a subsequent SAM.gov synopsis posted September 4, 2025. One competitor initially expressed interest in December 2024 and again in September 2025 but failed to submit credible capability statements before respective closing dates. The Government determined that developing new specifications and competitively awarding to another source would cost an estimated $700 million based on original development costs, excluding environmental stress screening, testing, certification, and flight clearance activities. No additional market research was conducted, as the document states it is not practicable for any company other than CA to provide the required supplies and services.

J&A Number: 25-0072
The Government provided with the final clarification of the procurement strategy on March 24, 2025, emphasizing that requirements were directed at sustainment of existing systems with limited development activities, not new TCTS II systems. Despite extensive dialogue with through May 2025, it was determined that only CA possessed the capabilities to fulfill all aspects of the requirement as specified.
The proposed contract was synopsized under Contract Opportunities in SAM.gov on September 4, 2025, and no other sources expressed a credible interest in this requirement. again expressed interest on September 6, 2025, but failed to submit a credible capability statement before the closing date despite being informed of this requirement. Any future responses will be evaluated by the Contracting Officer prior to the contract award.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than CA to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
Based on Section XI of the CRIIS U.S Air Force Class J&A F1TEBS5251B001 (signed 11/19/2015), market research and a business case analysis were required following the completion of the Contractor Logistics Support (CLS) period ending in 2025. As detailed in paragraph 6, comprehensive market research was conducted and, when analyzed in conjunction with the factors outlined in paragraph 5, determined that no viable business case exists for competition at this time. Consequently, NAWCWD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAWCWD will assess whether competition for future requirements is feasible.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior Class J&A identified above, was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
