About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole source procurement.
The Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake, California seeks to procure a motion capture system upgrade from Vicon Motion Systems, located at 7388 South Revere Parkway Suite 901, Centennial, Colorado 80112. The procurement includes Vicon Valkyrie VK16 cameras and Tracker 4 software to upgrade the existing motion capture system at Naval Air Weapons Station (NAWS) China Lake. The estimated procurement value is $9.0 million, funded under FY26 appropriations for Research and Development activities, with an expected delivery lead time of one week including installation, testing, and training. The supplies and services include hardware comprising Valkyrie VK16 cameras with patented proprietary technology (accelerometers and thermal sensors), custom-designed varifocal lenses with IP65-rated environmental protection, and Gigabit Ethernet-enabled data transmission. Software deliverables consist of Tracker 4 software with 1.5ms processing speed and advanced calibration features, integration capabilities with MATLAB, Simulink, and ROS 2 for autonomous systems development, and support services including installation, system setup, calibration, and personnel training.
The justification cites 10 U.S.C. § 3204(1) as statutory authority, asserting that only Vicon Motion Systems can satisfy agency requirements due to backward compatibility requirements with existing Vicon Vantage hardware and software, seamless integration capabilities, patented proprietary sensor technology, and advanced environmental durability features. The document notes that transitioning to an alternative vendor would incur prohibitively high costs estimated between $3.5 million and $5.5 million in duplication expenses, including equipment replacement, software interface rebuilding, and personnel retraining. A Sources Sought announcement was posted March 2, 2026, with no technically acceptable responses received. The Contracting Officer has determined the anticipated cost is fair and reasonable.
