About this file

This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement with Calzoni, SRL, the original equipment manufacturer of the Advanced Stabilized Glide Slope Indicator (ASGSI) system.

The Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst will establish a Basic Ordering Agreement (BOA) with Calzoni, located in Bologna, Italy, to procure ASGSI systems and related services for U.S. Navy requirements. The ASGSI is a stabilized optical landing aid used by helicopter pilots for day and night approach and landing operations. Supplies and services include system hardware, technical support services (engineering, integrated logistics support, engineering change proposals, system verification), software updates, repairs, repair parts, maintenance materials, and technical data. The BOA has an estimated total ceiling value of $5 million (table shows $6 million across fiscal years 2026-2031) and will be executed using Shipbuilding and Conversion, Navy (SCN) appropriations ($3 million) and Other Procurement, Navy (OPN) appropriations ($3 million). Authority to act under this CJ&A expires February 23, 2031. Calzoni is justified as the sole source because it is the original designer, developer, and manufacturer with exclusive knowledge, technical data, experience, and technical expertise required for ASGSI system development and support. The company has received five previous sole-source contracts for ASGSI production and two prior BOAs for system hardware and technical services. Market research was conducted through database searches and Google, and a Request for Information was posted to SAM on July 1, 2025, with a closing date of July 8, 2025. One response was received but deemed incapable of meeting requirements. A synopsis was posted on August 26, 2025, and closed on September 10, 2025, with no additional inquiries received. The Contracting Officer has determined anticipated costs to be fair and reasonable.

CJ&A No. 26-0002

CLASS JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ.

2. Description of the Action Being Approved.

This Class Justification and Approval (CJ&A) authorizes and approves the issuance of orders on a sole-source basis with Calzoni, SRL (Calzoni) located in Bologna Italy, under the establishment of a Basic Ordering Agreement (BOA). Calzoni is the original equipment manufacturer (OEM) of the Advanced Stabilized Glide Slope Indicator (ASGSI) system.

NAWC-AD will issue orders under this BOA for supplies and services to satisfy U.S. Navy (USN) ASGSI requirements. Authority to act under this CJ&A expires on 23 February 2031.

3. Description of Supplies/Services.

The ASGSI is a stabilized optical landing aid that the helicopter pilot uses to visually establish and maintain the proper glide slope for approach and landing during day and night operations.

Each ASGSI consists of a Glide Slope Indicator (GSI) assembly, an optical assembly generating over three colored light beams mounted inside a watertight enclosure on a rotating platform, a GSI Control Cabinet with pushbutton display, and a mounting table.

The supplies and services procured under this BOA will include ASGSI system hardware, technical support services (engineering, integrated logistics support, engineering change proposals, system verification), software updates, repairs, repair parts, material for repairs and maintenance, technical data and associated travel in support of ASGSI requirements.

The estimated total ceiling value of the requirements planned for execution under the five-year BOA is $5 million. The Contracting Officer will define the associated quantities, periods of performance, and delivery requirements for each order. NAWC-AD will execute delivery orders using fiscal years (FY) 2026-2031 Shipbuilding and Conversion, Navy (SCN) and Other Procurement, Navy (OPN) appropriations as delineated in the table below.

CJ&A No. 26-0002

The NAWC-AD technical team conducts market research on a regular basis utilizing various database searches, such as the Dynamic Small Business search website and the Federal Procurement Database System. Additionally, a search of "Stabilized Glide Slope Indicator" was conducted via Google. Search results indicated Calzoni is the sole proprietor of this equipment;

the Google search results included but these sources do not have access to the prerequisite knowledge, expertise and proprietary design information for the qualified ASGSI system required to satisfy the effort. Market research confirmed only Calzoni can provide support for the ASGSI system installed on USN ship classes. NAWC-AD will continue assessing the market throughout the BOA ordering period to determine if new potential sources have emerged.

In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 206.302-1, the NAWCAD Lakehurst Procurement Department posted a Request for Information (RFI) (N68335-25-0483) for this requirement to System for Award Management (SAM) website on 1 July 2025 with a response date of 8 July 2025. The Government received one (1) response to the RFI posting from

As Calzoni is the only source with the requisite knowledge, technical data, experience, and technical expertise to provide the necessary supplies and services, the Contract Specialist informed in writing on 29 July 2025 that they were deemed not capable of meeting the requirements. No further inquiries were received.

Furthermore, in accordance with FAR 5.203, NAWC-AD Lakehurst posted a synopsis on SAM on 26 August 2025 stating the Government’s intention to establish a BOA with Calzoni, which closed on 10 September 2025. No further inquiries were received. However, the Contracting Officer will evaluate any future responses received prior to award.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph five (5), NAWC-AD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAWCAD will assess whether competition for future requirements is feasible.

As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior CJ&A (CJ&A 20-0496) was provided to the approval authority for review. Approval of this CJ&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
