About this file
This is a Limited Sources Justification for a Blanket Purchase Agreement (BPA) order under FAR Part 8.405-6, issued by the Department of Veterans Affairs, Network Contracting Office 15, located in Leavenworth, Kansas. The acquisition supports VISN 15 VA Health Care System on a VISN-wide basis under Purchase Request 589-26-1-5614-0012 and Acquisition ID 36C255-26-AP-0111.
The procurement is for i-STAT analyzers, reagents, and related services to be ordered against FSS Contract Number V797P-7322A with Abbott Laboratories, Inc. (200 Abbott Park Road, Abbott Park, IL 60064-6214). The proposed action is a firm-fixed-price five-year BPA with five 12-month ordering periods running from January 1, 2026, through December 31, 2030, with an estimated total value of $1,141,693.35 ($228,338.60 per ordering period). The i-STAT portable clinical analyzer enables point-of-care testing for critical care diagnostics including blood gases, electrolytes, metabolites, and coagulation testing.
The justification for single-source procurement is based on FAR 8.405-6(a)(1)(B), citing Abbott Diagnostics as the only source capable of providing the required point-of-care coagulation testing (ACT Kaolin) at the necessary quality level for VISN 15 medical centers. The justification documents extensive market research, including a Sources Sought Notice that yielded three responses, searches of SBA Small Business, GSA eLibrary, SAC contracts, NITAAC, and NASA SEWP, none of which identified alternative sources capable of meeting the full scope of requirements or providing the specialized KaolinACT test critical for cardiovascular surgical procedures. The procurement also leverages existing Abbott i-STAT analyzer equipment already deployed across VISN 15 facilities and discounted cartridge pricing based on VISN-wide volume. The justification was approved by the Contracting Officer (Lisa A Buchanan), Director of Contracting (Andrew J Raiber, CPCM), and the VHA Regional Procurement Office Central on October 30, 2025.
