About this file

This is a Sole Source Justification document for the disassembly, removal, relocation, and storage of one existing Centurion Secure Vault Series modular Sensitive Compartmented Information Facility (SCIF). The contract will be awarded as a sole source Firm-Fixed Price contract to BSNB LLC d.b.a. Centurion Consulting LLC, a Small Disadvantaged Business, with completion required by February 25, 2025.

The justification explains that Centurion is the only contractor capable of performing this work because they specifically designed the SCIF panels with their manufacturer and only Centurion installers have the knowledge to properly disassemble and reassemble their proprietary SCIFs while maintaining warranty and accreditation guarantees. The contract, managed by DISA/DITCO/PS63 at Fort George G. Meade, Maryland, includes base services plus optional tasks for storage extension, transportation to a new location, and re-assembly. Market research conducted from September through November 2024 confirmed no other vendors could meet the requirements without additional training from Centurion, which would result in higher costs without increasing competition or small business participation.

The Limited Sources/Sole Source Rationale For all Requirements under SAT

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source rationale for the proposed contract action pursuant to the authority cited below as the particular support services are essential to the Government's requirement, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

6. Market Research: On November 4, 2024, the Government held a meeting with Centurion Chief Executive Officer Nicholas Bruno and Project Manager Joe Woddell to gain a better understanding of the specifications of the modular SCIFs currently owned by DISA, which Centurion supplied and installed, and its current capabilities to support a contract vehicle. The primary focus points in the meeting were proprietorship, possible resellers, reaccreditation of existing and new SCIFs, warranties, shelf life of existing SCIFs, replacement components, transportation and storage of SCIFs, and the ability to deploy SCIFs nationwide. The result of this conversation was that Centurion worked specifically with its manufacturer to design the specific panels used to build the Centurion Secure Vault Series modular SCIFs. Centurion explained that only Centurion installers have the knowledge to disassemble and reassemble, as well as reaccredit the current SCIFs the Government previously procured, just as Centurion personnel would not have the specific knowledge to assemble or disassemble another vendor’s modular SCIFs. For another vendor to successfully accomplish the task of disassembling and reassembling the Centurion Secure Vault Series modular SCIFs, Centurion would have to train the new vendor, which would result in additional charges. This would also not further competition or increase small business participation, as Centurion is a small, disadvantaged business and would only result in higher prices. Centurion also guarantees accreditation on all its SCIFs, and that guarantee would not extend to a different vendor, should they perform the reassembly and accreditation.

has personal knowledge in procuring residential modular SCIFs for over the past several years, and most recently, he led the team in acquiring three new SCIFs in 2022, all which included optional disassembly, transportation, and storage.

Review of existing DISA-wide and other Government-wide Acquisition Contracts: In October 2024, DISA searched existing DISA-wide contracts and Government-Wide Acquisition contracts, with no results. There were no responses to the Sources Sought notice that indicated use of a DISA-wide and other Government-wide Acquisition contracts would be suitable for this requirement.

Based on current market research, dated September 9, 2024 through November 5, 2024 it has been determined that only the aforementioned Centurion Vault Series Modular SCIF support services provided by Centurion, can fully meet the Government’s need.

Based on the justification provided by , a determination has been made to issue a sole source solicitation directly to Centurion for the above-described requirement.
