300MB Data Plan and Static IP addressing for four (4) CERTUS Satellite Data Terminals specified below.

This requirement includes an option to add 500MB Data Plan for 13 SIMs (Commitment Period of 3 months) as needed throughout the service period. The 13 SIMs are for the Terminals covered under two contracts specified below. In conclusion, the requested supplies or services represent the minimum requirements of the government.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

NAVSUP acquired thirteen (13) CERTUS Missionlink Thales Satellite systems in 2019 and 2021.

Continued connectivity requires new appropriation of the associated data plan and static IP addressing.

Although data plans and static IP addressing are available from other resellers, changing the data plan/IP address provider will require reconfiguration of all four systems, including SIM Card changes, to the new provider. These actions would be similar to that of a cell phone service change to a new vendor (for example, Verizon to AT&T using the same device).

The data plan must be compatible with Thales Missionlink and provide connectivity to Iridium CERTUS.

Other information to support a sole source action: Until the AFSC/DISA contract is in place, use of the satellite systems will use the Iridium CERTUS commercial gateway. Workstations connected via the commercial gateway will use secure VPN connections to NMCI or ONENET. This connection parallels that used for remote connections used for NMCI/ONENET now and meets cybersecurity requirements for remote access. Future use once CERTUS has a direct NIPRNET gateway will support direct system connections without the need for BuRAS. Following the availability of the NIPRNET gateway, users will be able to directly access Navy networks and associated systems directly, which will improve accessibility speeds (reduces latency caused by multiple connections).

Additionally, using a satellite network system other than CERTUS would require NAVSUP to fund security and functional testing of the alternate system, causing significant delay and expense to acquisition of this capability.
