About this file
This is a Justification for Other Than Full and Open Competition document for a lease extension submitted by the Bureau of Land Management (BLM).
The BLM seeks to extend its lease for office space in Kremmling, Colorado for an additional five-year firm term, expiring January 31, 2031. The current lease (L99PL00137) expires January 31, 2026, and the BLM has occupied the space continuously since February 1, 2001. The leased premises comprise 13,301 Rentable Square Feet (RSF) or 12,239 usable square feet (USF), consisting of 8,400 USF of office space and 1,062 square feet of common space. The Kremmling Field Office manages 377,351 surface acres and 2,232,460 subsurface acres, including 30 oil-producing wells. The justification cites GSAM 570.405 (Lease Extensions) and 41 U.S.C. §3304 as statutory authority, noting that Kremmling is a rural town with minimal commercial office real estate alternatives available. A pre-solicitation notice was published on SAM.gov on November 17, 2025, which generated no competing responses meeting BLM's requirements; only the incumbent lessor expressed interest in extending the lease. The BLM conducted a preliminary market analysis using LoopNet to establish that the anticipated rental rate falls within the fair market range for similar space in the area. A cost-benefit analysis demonstrates significant savings by remaining in the existing location compared to relocating to alternate space, accounting for moving costs, telecom and data relocation, physical move expenses, and tenant improvement allowances.
