About this file

This is a Justification for Other Than Full and Open Competition document for a General Services Administration (GSA) Region 7 succeeding lease. The GSA seeks to renew its current lease for 50,366 ABOA/55,226 rentable square feet (RSF) of office and related space at 5825 North Sam Houston Parkway West, Houston, Texas 77086, under lease number LTX16714. The current lease expires on 3/24/2026, and approval is requested to negotiate a succeeding lease with the incumbent lessor without full and open competition. The requirement is for a 10-year lease with a 5-year firm term commencing on 3/25/2026, with an estimated annual cost of [redacted] per RSF and a total contract value of [redacted].

The justification for sole source authority under 41 U.S.C. 3304(a)(1) is based on the determination that remaining at the incumbent location is in the government's best interest, as relocation would result in substantial duplication of costs that cannot be recovered through competition. The space includes specialized security features and is classified as a security level three facility. A cost-benefit analysis conducted under GSAR 570.402-6 demonstrated that relocating would exceed the cost of remaining at the current location. Market research conducted on 4/10/2024 using CoStar identified four potentially acceptable alternative locations; however, the incumbent lessor's expression of interest (EOI) rate and the analysis showing lower relocation costs support the sole source award. GSA advertised the requirement on SAM.gov on 8/1/2024 for 20 days and conducted additional market research through PBS, with the incumbent location at 5825 North Sam Houston Parkway West representing the most cost-effective option.
